Superintendent of Public Instruction Susan Castillo and Oregon Department of Education provide statewide leadership for all elementary and secondary students in Oregon's public school districts and education service districts. Responsibility also extends to public preschool programs, the state School for the Deaf, regional programs for children with disabilities and education programs in Oregon youth corrections facilities.
GENERAL INFORMATION
- There is currently one full-time position available with the Office of Assessment and Information Services at the Oregon Department of Education in Salem.
- This office has two primary functions: Student Assessment and the collection, validation and reporting of data for education research, policymaking, and operations. The technical expertise of staff in this unit is available to districts to support business and financial functions.
- This recruitment will be used to establish a list of qualified people and may be used to fill vacancies as they occur.
- Applicants will be subject to a thorough background investigation including driving record. Adverse background data may be grounds for immediate disqualification.
- Applicants will be subject to a Computerized Criminal History check. Conviction of a crime will not automatically preclude an appointment. The circumstances involved in the conviction will be considered.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
DUTIES AND RESPONSIBILITIES
The person in this role managers operations, and policy, administration and implementation of local assessments of essential skills. The scope of this responsibility includes all aspects of the local assessment options used by local districts for the purpose of awarding a High School Diploma and helps to ensure that students have access to a rigorous high school diploma. This position is responsible for maintaining the security of test items and student confidentiality, producing deliverables that help to implement a rigorous high school diploma, leading work of content specialists, and supervising production staff involved in item writing, test design and administration processes.
Major duties include;
Administrative Functions
- Prepares statewide project plans and timelines to build task banks, provide professional development and establish contracts, grant and agreements as required to implement the assessment of essential skills. Responsible for prompt/task development writing, exemplar selection and documentation, and test administration specific to the assessments of essential skills.
- Coordinates project timelines and resources with agency staff, partners, schools and district administrators. Develops goals and objectives for continuous improvement regarding the assessment of essential skills.
- Monitors and reports on project status and escalates issues as needed.
- Prepares project budgets based on statewide project requirements. Coordinates with Reporting, Psychometrics, and Test Design Managers to track, monitor and recommend adjustments as the project progresses.
- Manages data requirements of contractors as they relate to the assessment of essential skills.
- Writes and reviews requests for proposals as required to analyze, maintain and report assessment of essential skills related data.
- Develops policies and procedures regarding quality control for essential skills data as required for reports to policy makers, districts, and the public.
- Maintain and update the office’s project planning database to identify and track all tasks associated with the assessment of essential skills.
- Maintain and update the office’s procedures manual to accurately described how the office implements and assessment of essential skills.
Staff Supervision
- Supervises, evaluates and approves work of the assessment and accountability communications coordinator, project manager, and production staff to help ensure that assessment and accountability deliverables are produced in a high quality and timely manner. As required, uses progressive discipline and responds to grievances.
- Coordinates the work of staff involved in local assessments of essential skills and high school diploma reporting requirements.
- Coordinates with managers of test design, accountability, and psychometrics to assign, monitor, and approve work of staff associated with the assessment of essential skills, work samples, and high school diploma reporting requirements to balance work priorities. Identifies staff professional development needs.
- Responsible for structuring activities in the work unit that will promote and foster a diverse work force.
- Responsible for ensuring that staff maintain the security of assessment items and student confidentiality.
Program Coordination
- Responsible for ensuring successful meetings of the Assessment of Essential Skills Review panel including: establishing the agenda, coordinating membership and providing appropriate communication and other written materials.
- Coordinates with department Partners, Local, Statewide, and National organizations regarding performance assessment, standardized assessments used in graduation requirements.
- Act as a liaison to districts, statewide and national groups as required to improve local assessments and assessments used in graduation requirements.
- Develop and conduct meetings, conferences and workshops associated with local assessments, performance assessments, assessments of essential skills and high school diploma reporting requirements.
- Develop and review publications, training materials and web-based applications associated with the assessment of essential skills.
- Implements assessment related initiatives that increase stakeholders understanding regarding best practices in the use of assessment data.
WORKING CONDITIONS
Some overnight statewide travel to local school districts and regional educational service districts. Depending in needs of stakeholders, as much as six weeks out of the year could be required as travel out of the office including some out of state travel. Requires scheduling flexibility and frequent workload demands that exceed 40 hours per week. You must possess and maintain a current, valid driver’s license and an acceptable driving record or be able to provide an acceptable alternate method of transportation.
TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the requirements stated in this section. To receive credit, your application form must clearly show that you:
- three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation. OR
- three years of professional experience as a program/project leader, assigning and reviewing work of professional staff including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.
NOTE: Preference will be given to candidates with experience in activities similar to those of the program involved.

Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.
