Superintendent of Public Instruction Susan Castillo and the Oregon Department of Education provide statewide leadership for all elementary and secondary students in Oregon's public school districts and education service districts.  Responsibility also extends to public preschool programs, the state School for the Deaf, regional programs for children with disabilities and education programs in Oregon youth corrections facilities.
 
GENERAL INFORMATION
  • There is currently one full-time position available with the Office of Finance and Administration at the Oregon Department of Education (ODE) in Salem.
  • The Office of Finance and Administration (OFA) provides other ODE offices with support services (such as employee services, accounting, budgeting, and procurement of goods and services), distributes the State School Fund to local districts, and administers the Pupil Transportation and Criminal Background Checks programs. The OFA contributes to an infrastructure that allows ODE staff to focus on the core mission of increasing achievement for all students through leadership, accountability, and school improvement.
  • This recruitment will be used to establish a list of qualified people and may be used to fill vacancies as they occur.
  • Applicants will be subject to a thorough background investigation including driving record.  Adverse background data may be grounds for immediate disqualification.
  • Applicants will be subject to a Computerized Criminal History check.  Conviction of a crime will not automatically preclude an appointment.  The circumstances involved in the conviction will be considered.

DUTIES AND RESPONSIBILITIES
 
The OFA’s School Finance Unit (SFU) calculates and distributes apportionments from the multi-billion dollar State School Fund (SSF) for almost 200 school districts and 20 education service districts according to a detailed, complex statutory distribution formula. These apportionments provide the majority of the operating revenues for the districts. The SFU also collects and reviews financial information (budget and actual) from local districts, which is used internally for projects such as the Statewide Report Card and the Database Initiative (DBI) and by external parties such as the Chalkboard Project’s Openbooks.  Additionally, the SFU addresses financial issues that impact school districts statewide; acts to set policy for the financial activity of the local education entities; reviews district reports for compliance with certain federal reporting requirements (OMB Circular A-133); and responds to requests for information from a variety of sources, including media, the legislature and its staff, districts, other offices within the ODE, and state agencies such as the Department of Administrative Services.
 
The primary purpose of this position is to Direct the School Finance Unit, which includes supervising staff, coordinating and implementing policies and processes, interpreting statutes, creating efficient, reliable and effective systems, managing the initial appeals process for State School Fund overpayments, and keeping the OFA Assistant Superintendent apprised of key policy issues and concerns regarding school finance.
 
Major duties include;
  • Manage and supervise a staff of three professional and technical positions that perform the school finance functions of the agency, which includes reviewing and ensuring the accuracy of the apportionment calculations as well as ensuring the timely distribution of the apportionments.
  • Work is accomplished by hiring/firing; developing position descriptions and assigning workload to ensure coverage of required work; reviewing work and providing feedback to staff; evaluating performance (at least annually on a formal, documented basis); resolving grievances; disciplining; disseminating information needed by staff to accomplish their duties and responsibilities; establishing team-wide expectations; promoting and maintaining a discrimination and harassment-free workplace; and recognizing the value of individual and cultural differences, and creating a work environment where individuals' differences are valued.
  • Direct the administration of the program for the State School Fund statutory distribution formula and related tasks, including:
    • developing and implementing policies, procedures and priorities for the program
    • directing and reviewing the data collections for the annual school district budgets, financial reports, Estimates of Membership and Revenues, high-cost disability grant applications, facility grant applications, and other relevant collections
    • coordinating communication between various offices within the agency who contribute supporting data for the State School Fund apportionment and DBI reports
    • directing the monthly apportionment of the State School Fund be provided to the Financial Services Unit for the timely payments of the apportionments
    • assisting in monitoring district submissions of electronic financial and budget submissions and the resolution of any issues that may arise
    • assisting in the resolution of any issues that may arise that would affect the timely, accurate and complete distribution of the apportionments
    • implementing any needed policy and procedures required to comply with new or revised statutes and/or rules. 
  • Review, revise and/or create policies and procedures as needed to complete ODE management’s 2006 corrective action plan for the State School Fund internal audit.  Resolve related issues or situations that arise from operations that reveal weaknesses in the procedures to minimize and correct errors and miscalculations.   
  • Respond to inquiries from local districts to provide technical assistance and ensure compliance in all areas of school finance, including the State School Fund, school district budgets and audits, A-133 compliance and any other issues involving school finance issues.
  • Reconcile State School Fund payment transactions as they are generated from the SSFquery to the State School Fund database to the payment spreadsheets and distributed through SFMA to ensure accurate processing of transactions and identify any weaknesses to be addressed.
  • Oversee the assigned federal A-133 subrecipient reviews of district and selected nutrition audits to comply with state and federal requirements.
 
 
WORKING CONDITIONS
 
This position works in a general office environment. May work overtime during legislative session and annual May State School Fund reconciliation. Occasional in-state travel and out-of-state travel, some overnight. You must possess and maintain a current, valid driver’s license and an acceptable driving record or be able to provide an acceptable alternate method of transportation. 
 
 
TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the requirements stated in this section.  To receive credit, your application form must clearly show that you:
  • four years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies; b) development of long- and short-range goals and plans; c) program evaluation; and d) budget preparation.
Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience. Applicants must submit a photocopy of all related transcripts to receive credit.  Transcript must include applicant’s name and coursework completed.

  3. Describe your experience supervising, directing and developing subordinate staff.
