Oregon Smoke Management Plan Revision and Update

This rule and the Smoke Management Plan is administered to manage prescribed burning on private, federal and other public land to protect air quality and maintain forest productivity and health. Changes to the rule include housekeeping changes such as updating and adding new definitions, adding reference material related to burning alternatives, and adding another rule reference for smoke management compliance; fixing inadvertent changes made during the last review such as regulating prescribed burning outside district boundaries, including a five-year review of the entire plan, and moving back burn plan deadlines to the day of the burn; and minor changes such as adding monitoring to large tonnage burns and clarifying fees for multiple burn types.

The agency requests public comment on whether other options should be considered for achieving the rule's substantial goals while reducing the negative impact of the rule on business.

Rulemaking hearings have been scheduled:

  • February 25, 2014 at 6:00 pm in La Grande at the La Grande Library 2006 4th St.
  • March 4, 2014 at 6:00 pm in Veneta at Lane Fire Authority, 88050 Territorial Hwy.
  • March 5, 2014 at 6:00 pm in White City at Jackson County Roads & Parks, 200 Antelope Rd.
  • March 6, 2014 at 6:00 pm in Klamath Falls at CU Auditorium, OIT, 3201 Campus Dr.

Defining Special Forest Products and Firewood Permits on State Forest Lands

The primary rule change within this rulemaking process is reflected in OAR 629-028-0005 to include a definition of special forest products, which will include the change in identifying mushrooms and truffles as "wild, edible fungi", as required in passing of the 2013 House Bill 2615.

Two public information meetings regarding the bill and the rulemaking process will be held at ODF offices in Forest Grove on February 13 and Salem on February 18. Link to News Release.

Two formal hearings will be held at Department of Forestry offices in March 2014:

  • March 4, 2014 at 6:00 p.m. in Springfield, Oregon, at 3150 Main Street
  • March 18, 2014 at 6:00 p.m. in Salem, Oregon at 2600 State Street

Emergency Fire Cost Committee Rules Renumbering and Rewriting

The Emergency Fire Cost Committee adopted permanent rules on November 5, 2013, renumbering and rewriting to add more flexibility in future rulemaking, eliminate rules that are no longer used by the Committee, and mirror current operating and accounting procedures that have been instituted over time. The revised rules became effective on January 1, 2014.

Amends Requirements for Written Plans near streams and wetlands; process includes Forest Practices Act (FPA) housekeeping updates.

OAR 629 series -600, -605, -610, -615, -623, -625, -630, -635, -640, -645, -650, -660, -665, -670, and -680.

The Board of Forestry adopted permanent rules amending requirements for Written Plans near streams and wetlands and providing housekeeping updates to the Forest Practices Act on June 5, 2013.

The Board of Forestry adopted permanent rules amending the Forest Land Management Classification System on June 5, 2013 to become effective on July 1, 2013.

 

February 2014 Update from the State Forests Online Community: Link to Newsletter

The Board of Forestry is committed to conservation on state-owned forestlands. To highlight this commitment the Board approved high value conservation area (HVCA) designations in June 2013.

To commemorate and implement, there are a number of activities underway. We've launched a central webpage for HVCA information, scheduled March open houses (see below), and will send a web link to State Forests Online Community subscribers for public comment once the HVCA & Annual Operation Plans (AOP) comment period kicks off March 17 (open through May 2).
Visit the webpage to learn more.

HVCA open houses will provide the opportunity to review these areas on Google Earth maps, ask questions, explore through a self-guided tour, and learn more about how these areas are managed over time, among other activities. We look forward to seeing you there:
