GENERAL INFORMATION
- There is a potential for multiple limited duration appointments with the Oregon Department of Forestry in various locations. These appointments would be funded between 6 and 24 months; extension is dependent upon securing additional funding. Appointments may focus in a specialty area ranging from forest management, forest recreation, fire prevention, or resource protection.
- This recruitment will be used to establish a list of qualified candidates for opportunities statewide as they occur. Openings may occur in various specialty and/or geographic areas statewide.

TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application must clearly show that you have:
- Two years of experience in Forestry or related natural resource field and a Bachelor's degree in Forestry or related natural resource field, or three additional years of experience in forestry-related contract administration, resource management planning or reforestation project management; OR
- One year of experience in Forestry or related natural resource field and a Master's degree in Forestry or related natural resource field.

DUTIES AND RESPONSIBILITIES
Appointments made through this announcement may have duties and responsibilities in a range of forest management activities including; coordination of timber harvest planning and layout, data management using GIS tools, administration of reforestation and young stand management projects and activities, management, design and construction of forest recreation facilities and trails, forest health improvement work, forest fuels reduction project coordination, grant writing and implementation, contract administration, providing public information or education or other duties depending on the opportunities available. Major duties may be in one or more of the following areas:
Project/Contract Administration
- Works with agency grant administration staff to determine project plans and implementation to best meet the goals and objectives of grants.
- Administers forest health, fire hazard reduction and other project contracts to ensure contractor compliance with contract provisions and applicable laws.
- Conducts pre-operation and ongoing meetings with contractors and evaluate operational plans.
- Provide technical assistance and negotiate adjustments and modifications to resolve problems and concerns.
- Administers timber sale and other project contracts to ensure contractor compliance with contract provisions and applicable laws.
Operations Planning/ Coordination
- Coordinates reviews of planned operations with agency personnel, Resource Specialists and outside agencies and interests.
- Participates in the preparation and coordinates the development of various plans including implementation plans, Habitat Conservation Plans, watershed assessments, annual Threatened or Endangered Species survey plans and others.
- Participates in the coordination of monitoring and reporting.
- Collects, organizes and evaluates technical information, and prepares displays and reports using GIS applications such as ArcView.
Reforestation
- Assists with planning, directing, monitoring and administering all reforestation, young stand management and tree improvement activities.
- Conducts assessment, analysis and monitoring of reforestation and young stand management activities to determine if goals and objectives are being achieved.
- Develops and administers contracts and agreements for reforestation and young stand management projects.
- Develops prescriptions for site preparation, tree planting, animal damage control, vegetation management, fertilization and pre-commercial thinning.
- Manages reforestation data including collection, storage and maintenance; ensures accuracy.
- Administers service contracts and directs crews to accomplish reforestation and young stand management projects.
Forest Management
- Evaluates proposed harvest units for compliance with forest management plans and legal requirements.
- Evaluates potential harvesting methods, road locations and harvest unit boundaries.
- Determines methods and designs for timber cruising and performs field work to complete cruises.
- Collects and evaluates data to develop specific silvicultural prescriptions for harvest units.
- Prepares contracts for timber salvage and other forest products by estimating product volumes, establishing boundaries and appraising products.
- Inspects timber and special forest products sales and related projects for compliance with contract specifications and applicable forest laws.
Forest Engineering
- Provides engineering support for timber sale programs by assisting with the overall management and maintenance of the forest road systems.
- Performs forest engineering related work in office or field, develops forest transportation systems layout and location.
- Evaluates and recommends potential road improvement projects to bring roads up to a suitable standard for the intended use.
- Locates and develops specifications for the access routes for timber sales.
- Performs calculations for costing and appraising engineering-related portions of the timber sale contract. Prepares portions of the contracts specifically related to project work and road maintenance. Updates the costing system for road construction, road improvement, various other project work and heavy equipment cost rates.
- Performs contract compliance inspections, evaluates project work and prepares inspection reports. Makes recommendations regarding contract actions or adjustments. Prepares project contract modifications and negotiates cost differences.
Forest Recreation
- Monitors forest campgrounds, staging areas, trails and dispersed camping areas for maintenance needs.
- Coordinates the work of inmate crews, interns, youth corps crews and volunteers to perform facility and trail maintenance. Coordinates heavy equipment use.
- Implements procedures and guidelines for the collection, recording and processing of campground fees and campground use data. Assists with public use data gathering such as traffic counters and campground use.
- Assists in the development and administration of personal services contracts to perform recreation projects.
- Implements project plans for the construction, improvement and maintenance of forest trails. Performs reconnaissance and layout to identify preliminary forest trail locations. Implements department design standards for grade and width. Assesses potential impacts of the trail to all natural resources in the area.
- Prepares trail and facility development grant applications for submission and approval.
- Provides forest education and assistance to the public. Enforces fire laws by issuing warnings or citations for compliance. Contacts law enforcement or emergency medical personnel if necessary.
Interpretation/Education
- Develops, implements and evaluates informational programming for a wide variety of audiences.
- Develops specific written, spoken or visual communication tools. Coordinates any necessary logistics. Delivers programs in an age- and audience-appropriate manner, striving for learning that is interactive and fun. Ensures a safe, quality experience for participants and visitors.
- School Programs: throughout the school year, develops and conducts kindergarten through twelfth-grade forest education programs in the forest and in classroom settings. Coordinates with other forestry staff, teachers and other cooperators.
- Public Programs: plans, markets and conducts forest interpretive programs for the general public. Assists in determining topics, themes, methods, locations, schedules and logistics.
- Assists with the development of interpretive tools such as Power Point presentations, publications or displays to help the public better understand the forest and its resources. Conducts research, helps determine appropriate topics and methods for communication, writes and evaluates materials.
Wildland Fire Protection
- Works collaboratively with the community and other agencies in the development and implementation of community fire plans. Coordinates and facilitates community fire planning meetings.
- Serves as the grants and agreements coordinator for fuels reduction or public prevention education and outreach projects. Writes grant applications, grant narratives and develops project budgets.
- Manages and coordinates standards and procedures for implementation of projects to meet the requirements of all applicable local, state and federal laws.
- Serves as the primary media contact for the district pertaining to fire-related news releases.
- Manages National Fire Plan fuels hazard abatement projects. Initiates and administers contracts with landowners, homeowner associations, rural fire districts and local operators for wildland fuels management projects. Works to resolve problems as they arise.
- Provides technical assistance in fuels and fire defensibility to landowners and associations.
- Makes timely, accurate and complete reports of accomplishments as necessary to meet federal rules and guidelines.
- Discusses fire prevention directly with the public. Motivates homeowners to follow steps to make their homes safer from fire. Generates public education and enthusiasm for fire prevention.
Off-Highway Vehicle
- Performs duties related to motorized off-highway vehicle (OHV) uses and activities.
- Assists in developing OHV trail management plans and OHV facilities.
- Completes OHV trail system inventories and trail condition assessments. Prepares reports. Works with geographic information system staff to update trail layer information.
- Develops maintenance and upgrades design plans for OHV trails. Coordinates work through the use of volunteers, inmate work crews and road crews. Implements the closure and rehabilitation of damaged areas and unauthorized trails. Monitors OHV trail signs, installs and replaces signs, maintains sign inventory.
- Assists with developing grant applications and administering trail maintenance and development service contracts.
- Reviews OHV event applications and proposed event routes, complete the event permit documentation, and reviews with the event sponsor. Conducts day-of-event administration to ensure permit compliance, monitors event activity, documents impacts resulting from event activity, and evaluates the event with the sponsor.
Administration of Technical and Financial Assistance Programs
- Promotes and assists family forestland owners in applying intensive forest management practices on their lands through the administration of various grants tax credits and other cost-share programs.
- Provides professional technical assistance regarding forestry practices and develops achievable project specifications.
- Administers on the ground activities for various natural resource agencies and organizations.
- Determines the feasibility and need for landowner’s projects, and assists landowners with accomplishing project work.
- Checks projects for compliance with practice specifications and certifies completion.
- Coordinates with other agencies in conducting short or long-term evaluation of respective programs.
- Develops reports of activities and accomplishments, and updates and maintains databases for programs.
- Provides administrative oversight, strategic planning, and analysis on the variety of prevention, education and fuels treatment grants.
- Writes applications for grants, monitors timeframes, expenditures, accomplishments and data analysis of projects.
Forestry Assistance
- Coordinates activities among agencies and organizations.
- Provides general and technical forestry information and advice to private landowners, the general public and urban communities.
- Participates on local watershed councils in efforts to improve, protect, and restore watershed health.
- Provides technical assistance to landowners on the identification and management of forest insects and diseases; coordinates with insect and disease projects.
- Assists land owners with the development of stewardship plans both directly and through consulting foresters. Provides customer service to family forestland owners by providing technical, financial and educational assistance.
- Develops reports of activities and accomplishments.
- Promotes forest practices that are consistent with sound management and protection of trees, soil, air, water and fish and wildlife resources while assuring the continuous benefits of the forest resource for current and future needs.
The Department's highest priority work is responding to forest fire emergencies; therefore, these appointments may be utilized during those emergencies to provide assistance in a variety of ways. This assistance may be in direct support of the emergency effort in the field or provide backup support to fill in for another person that is being used in direct aid to the emergency. Or it may be in performing an essential function in some other capacity, either within this program or elsewhere.
WORKING CONDITIONS
Normal working conditions for field duties are carried out in steep, brushy terrain in all types of weather. Travel may involve driving on narrow, hazardous logging roads during wet and muddy road conditions. The job occasionally requires long hours and work on weekends during slash burning, fire suppression and project work activities. Other duties may require work in an office environment.
