GENERAL INFORMATION
- This is a permanent, full-time position with the Oregon Department of Forestry located in Salem.

TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. The higher classification will be considered first and then, if necessary, the lower classification. To receive credit, your application must clearly show that you have:
- Five years of experience in supervision, staff-technical or professional-level work related to Meteorology or Atmospheric Sciences.
- This experience must have included at least one year of supervision and management of a program, section, or unit which included one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, or d) budget preparation.
- A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in Meteorology, Atmospheric Science or related field may be substituted for up to three years of the required experience but will not substitute for the one year of specialized experience.

NOTE: Experience as a weather forecaster in the Pacific Northwest is desirable.

DUTIES AND RESPONSIBILITIES
The purpose of this position is to manage technical staff, including meteorologists in activities related to weather and smoke management forecasting and monitoring, operation of the Oregon Smoke Management Plan, issuance of debris flow warnings, utilization of forest biomass, and other related activities. Major duties for this position include:
Program Coordination and Administration
- Supervise between two and four employees. Hire, train, evaluate performance, initiate disciplinary action, and assign and review work. Assist in achieving the department's Affirmative Action Goal in recruitment and selection by giving adequate consideration to equal employment opportunities and the department's affirmative action program.
- Coordinate activities with the National Weather Service and other agencies to ensure forecast, data collection and communications needs are met.
- Analyze state and federal laws, rules and regulations that apply to air quality and make written and oral reports on how they impact program activities. Evaluate program compliance and make written recommendations for changes in procedure and policy when necessary. Draft administrative rules to implement and clarify Oregon statutes. Develop agency operational directives.
- Direct a fee program. Coordinate the development and administration of fee-based activities with personnel in state and federal field offices. Coordinate development and maintenance of program record, accounting and billing systems.
- Issue written and verbal guidance to state and federal field office personnel to resolve emerging issues. Provide background information and recommendations to program and executive staff for changes in agency policy, rules and legislative matters as well as meteorological service and system requirements.
- Oversee the Oregon Smoke Management Program. Ensure compliance with applicable statutes, administrative rules, policy and established procedures. Monitor the program budget. Evaluate program performance and develop recommendations for changes which may be directed or needed to the budget, statutes, administrative rules, policy or procedures.
Technical Assistance
- Develop and maintain computer programs. Work with fuels information to create, apply and maintain emission inventories for prescribed burning on forestland in Oregon. Develop and implement meteorological and other mathematical models and procedures to improve program operations and efficiency by working with scientists in the field of meteorology, air quality and forestry.
- Serve as a meteorological and air quality technical resource for internal and external agency staff.
- Assist with the development and distribution of daily smoke management forecasts and instructions.
- Analyze and apply air quality computer dispersion models and other independent analytical techniques to assess forest burning impacts on air quality. Identify geographic information system (GIS) needs and work with GIS staff and other program personnel to develop applications and implement their use to meet program needs.
- Represent the agency on technical and advisory committees such as: the PNWCG Weather Working Team, the State Drought Council, the Water Availability Committee and the Information Services Advisory Committee.
- Participate in state, regional and national workgroups working on meteorological, prescribed fire and biomass issues.
The Department's highest priority work is responding to forest fire emergencies. Therefore, this position may be utilized during those emergencies to provide assistance in a variety of ways. This assistance may be in direct support of the emergency effort in the field, providing back-up support for another position that is being used in direct aid to the emergency, or performing any other essential function in any area within the agency.
WORKING CONDITIONS
There may be contact with angry or hostile people, either industry or the general public, who are being impacted by burning decisions. Contact may occur any time of the year. Exposure to flying and smoke may occur approximately 3-5 times per year.
