GENERAL INFORMATION
- This position is with the Fish Division’s Natural Resource Information Management Program (NRIMP) of the Oregon Department of Fish and Wildlife and is located in Corvallis.

BACKGROUND INFORMATION
The Natural Resource Information Management Program (NRIMP) is in the Water Quantity/Quality section within the Inland Fisheries program and is part of the Fish Division. NRIMP facilitates the department’s ability to efficiently and effectively manage, analyze and display natural resource information so it can be used for resource based decisions. NRIMP has department wide responsibility to assemble, organize and manage tabular and spatial (geographic) natural resource data sets and supporting documentation to provide resource managers the information they need to develop and implement fish and wildlife management policies.
The Software Developer/Database Manager will promote effective development, exchange and dissemination of information on fish, wildlife, and their habitats at a watershed, statewide, and Pacific Northwest regional level as appropriate. Generally, responsibilities include the design, development, implementation, and maintenance of the department’s central resource information systems and Oregon's StreamNet database system, within the coordination and management framework of the department’s Information Systems Division and the Pacific Northwest StreamNet Project. The person in this position is also responsible for coordinating other data processing staff, and providing technical assistance and technical/data system training to other department programs, projects, and staff.
Specifically, the person in this position will oversee all and lead most aspects of design, maintenance, project management, and process for software development and data/database management efforts within the Natural Resource Information Management Program (NRIMP). The Software Developer/Database Manager will develop new and modify existing software and data/database management applications, strategize and plan for the short-term needs/issues of the Program, and recommend appropriate changes in all aspects of the Program in consultation with the Program supervisor. In addition, s/he will address other functions such as providing user assistance and ongoing systems maintenance, software and hardware installation and maintenance, performance monitoring, access, daily security, inventory management and reviewing/processing orders.
The Software Developer/Database Manager will oversee other NRIMP software development and data collection staff, coordinate pertinent activities with Geographic Information System staff and users, represent the agency in various public, private and tribal group forums dealing with database development and management, and assist in resource database policy development and strategic planning for the natural resource sections of the agency. The position is also expected to interact with and help the Program Leader coordinate the NRIMP efforts with the Fish and Wildlife Divisions, ODFW regions and research staff, the Information Systems Division, Information and Education Section and other state and federal agencies’ resource management and information technology staff. It is responsible for assisting in developing budgets for the annual program, identifying data management and dissemination needs within the agency, and developing collaborative approaches to data management and sharing.
TO QUALIFY

- Four years of professional consultative, technical, or administrative experience which includes designing, constructing, or analyzing information systems. Experience must include activities in:
- Defining and documenting business requirements,
- Coding, deploying, and maintaining C# applications in a .NET environment,
- Developing test plans; AND
- Either 30-quarter (20 semester) credits in computer science; or two more years of experience providing knowledge of information systems theory and principals.
Note: 15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.

Preference will be given to applicants with:
- Demonstrated experience in Business Requirements Analysis, Quality Assurance and Testing, .NET1.1, advanced (beyond wizards and tools) C# and ASP.NETprogramming, advanced knowledge of the Structured Query Language (SQL), stored procedures, Microsoft’s SQL Server, and/or Internet Information Services.
- Knowledge of the Windows 2003 Server operating system, systems administration, web interface design and development, including data distribution via the Internet, and/or a solid understanding of object-oriented design.

DUTIES AND RESPONSIBILITIES
The major roles and responsibilities of this position are to:
- Oversee all and lead most aspects of project planning, project management, design, testing, deployment, and maintenance for application development and data /database management efforts.
- Create project estimates, estimate the feasibility and cost benefit of producing a proposed system, plan tasks of other developers and manage the development life cycle and process.
- Works closely with project customers and subject matter experts on ongoing and upcoming development and data management projects.
- Translate business and technical requirements into detailed design specifications for application code and modules.
- Create/Update data flow and other diagrams, and detail the steps required to create data systems and applications.
- Code, test, and implement simple and complex software applications and database systems for Oregon's biological data, routinely working on multiple development projects of small and large complexity at the same time, in consultation with other project staff, customers and/or users.
- Develop appropriate error checking routines and reconcile data discrepancies in new and existing data sets in order to maintain data integrity.
- Ensure that design documents are drafted for all new software applications and oversee documentation of code consistently throughout the development process, as well as maintain and update existing systems documentation.
- Develop standard reporting and distribution routines to automate data transfer to StreamNet and/or other agency partners.
- Develop procedures that allow others to integrate new data types into ODFW and/or Oregon StreamNet data systems.
- Define standards for data file formats, sharing, storage and integrity for the department's centralized data systems in consultation with project supervisor and incorporating input from other project staff members.
- Assemble and compile biological data from various controlled information systems and disparate (PC & file drawer) data sources into standard formats and computer file structures.
- Assign work to other seasonal and/or permanent personnel that collect, prepare, and document pertinent StreamNet biological data.
- Deliver or coordinate delivery of required data to meet contractual obligations.
- Coordinate with ODFW and StreamNet Geographic Information System users to ensure and maintain the connectivity of Oregon's tabular data sets to multiple scaled GIS stream layers.
- Monitor, evaluate, and maintain systems, including all internal databases to ensure they are safeguarded.
- Identify and integrate new versions of commercial and custom applications into the ODFW and/or Oregon StreamNet information systems.
- Administer and/or assist systems administrators with the installation and configuration of new equipment and software.
- Implement and maintain server solutions for Windows platforms running web-based applications and SQL Server databases in both production and development environments, including overseeing the backup of local and remote servers and databases.
- Work with the project supervisor to estimate the feasibility and cost benefit of producing a proposed system and develop a project schedule for system implementation.
- Investigate evolving hardware and software technology and software development methods for use by the Program, ODFW and/or StreamNet region-wide, and recommend appropriate changes in consultation with the project supervisor.
- Research, determine necessary specifications, and order project hardware and software.
- Provide technical guidance and assistance to NRIMP staff, and users of project information systems, software, and web sites.
- Assist the project supervisor with budget development and Program strategic planning.
- Apply biological and fisheries expertise and programming experience to other related duties as assigned.
WORKING CONDITIONS
- Work is conducted primarily in an office environment requiring extended, daily use of personal computers to type, analyze, and summarize data.
- Requires occasional travel, including overnight.
- This position requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day.
- Requires occasional long hours and situations involving tight deadlines, meetings, interagency negotiations, and problem resolution.
NOTE: You must have a valid driver license and an acceptable driving record.
