GENERAL INFORMATION
 
  • This position is with the Marine Resources Program (MRP) of the Oregon Department of Fish and Wildlife and is located in Newport.

  • This recruitment will be used to establish a list of qualified people.

  • The list will be used to fill the current vacancy only.

  • The employee in this position will be represented by the Service Employees International Union (SEIU).

TO QUALIFY
 
Your resume will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, you must clearly describe how you have:
  • Two years of professional information systems experience which includes analyzing, developing, maintaining, and installing information systems, and analyzing systems. Experience must include designing, coding, testing, and implementing applications in Visual Basic, ASP, HTML, and ADO;  AND 
  • At least 30 quarter (20 semester) credits in computer science; or two more years of information systems experience.
     
Note:  All applicants must submit a photocopy of all transcripts required to qualify with their application to receive credit for college degrees or coursework. Online transcripts are acceptable. Credits must be from an accredited college or university. Transcripts must include coursework and indicate that a degree was conferred, if necessary.
 
Preference will be given to applicants with experience programming in C# or C++ and experience using SQL Server databases and creating stored procedures.

DUTIES AND RESPONSIBILITIES

 
The MRP is responsible for assessing and managing Oregon’s marine stocks of fish and shellfish and their habitats, reporting on species status and making technical and policy recommendations to the Oregon Fish and Wildlife Commission and other resource management bodies. The Programmer Analyst works for the MRP’s Marine Information Management Project (MIMP) Project Leader. S/he will serve as a programmer and technical data systems development specialist. In addition, the Programmer Analyst will work with staff project leaders in the design and development of computer software applications used in the collection, process, and reporting of biological and ocean fishery harvest data. Major roles and responsibilities are to:
  • Be responsible for problem resolution-isolates specific aspects of computer software problems, evaluate possible solutions, and implement corrective actions.

  • Assess staff biologists’ information requirements for new studies, analyze user needs (software and hardware), and formulate solutions.

  • Design user interfaces, content of forms, reports, and screen formats for staff review. Create detailed system design documentation. Such as flowcharts and narratives, file definitions, and screen layouts.

  • Code, test, and implement microcomputer software programs from staff specifications and consultations.

  • Respond to data requests using specialized data queries and summary analyses.

  • Plan for upcoming changes or shifts in data requirements or technology advancements and work with program staff to prepare for decisions required when taking action.

  • Prepare materials and conducts training on use of hand held computers for seasonal field staff.

  • Apply principles of database design and quality control. Design tables, relationships among tables and overall database content to meet specifications.
 
WORKING CONDITIONS
 
  • Work is primarily conducted in an office environment, involving occasional technical working meetings at other agency locations.

  • Frequent automobile or air travel to meetings.


  • Occasional ocean/fresh water research field duties to observe data collection activities or to directly collect field information.

  • May include occasional work assignments for fish division or other program needs, related to both technical data analysis or computer hardware/software installation and implementation.

  • Occasional long hours and situations involving tight deadlines, meetings, interagency negotiations, and problem resolution.
 
NOTE: You must have a valid driver license and an acceptable driving record.
 
The Oregon Department of Fish and Wildlife will check driving records for in-state finalists. Out-of-state finalists will be required to present a current driving record for review.
 
NOTE: Within three-days of hire, applicants will be required to complete the U.S. Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODFW is not able to support VISA sponsorships.
