GENERAL INFORMATION 
 
The Oregon Department of Fish and Wildlife is seeking an experienced and highly motivated professional to assume leadership of statewide administrative functions. This is an Executive Service position appointed by the Director and serves as a member of the Department’s Executive Leadership Team based in Salem.
 
The Deputy Director will lead and manage the Human Resources, Information and Education, Information Systems, and Administrative Services Divisions to achieve the goals of the Department. S/he will assure that these functions comply with State of Oregon and federal government rules and regulations while facilitating the implementation of the Department’s resource management objectives. The Deputy Director will report to the Department Director and make decisions in the absence of the Director.

AGENCY OVERVIEW 
 
The mission of ODFW is to protect and enhance Oregon’s fish and wildlife and their habitats for use and enjoyment by present and future generations.
 
The Oregon Department of Fish and Wildlife is the fifth largest fish and wildlife agency in the United States. The Department employs approximately 1,400 permanent and seasonal employees statewide. Headquartered in Salem, the Department has six program and administrative divisions and over 100 field locations throughout the state, including four regional offices and 10 watershed district offices. The 2009-11 biennial budget is approximately $262 million.
 
TO QUALIFY 
You must be a current employee of the State of Oregon. The successful candidate must have:
  • At least four years of management experience in administrative functions, including at least two years of supervision of professional staff and responsibility for each of the following: a) development of program rules and policies; b) development of long- and short-range goals and plans; c) program evaluation; and d) budget preparation, monitoring and implementation.
 
Preference will be given to those candidates with governmental experience in managing and providing leadership to administrative programs and/or whose combination of education and experience demonstrate a record of results in closely related roles and responsibilities.
 
Graduate level coursework (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience. All applicants must submit a photocopy of college transcripts with their application materials in order to receive credit for graduate level coursework.

DUTIES AND RESPONSIBILITIES
 
The Deputy Director for Administration will have a critical role in establishing future program direction. Major roles and responsibilities are to:
 
  • Direct the Administrative Services, Human Resources, Information and Education, and Information System Divisions of the Department. 
  • Coordinate and oversee all services that comprise the internal infrastructure of the Department. Responsibilities encompass Human Resources: leadership and management development, workforce diversity, managing workforce change, succession planning and recruitment; Administrative Services: fiscal, budgeting and contract/grant management, licensing services, business technology/services, operational audits, administrative rules, resource management and fiscal integrity;  Information and Education: marketing and development, non-game wildlife, hunter, and angler education and information; and public/media contact; and, Information Systems: application development and implementation, network services, and point-of-sale technical support. 
  • Implement Department programs, goals, and policies. Responsible for assuring that Department programs, goals and policies are consistently implemented by the Administrative Services, Human Resources, Information and Education, and Information Systems Divisions. 
  • Evaluate the effectiveness of divisions in meeting their goals and objectives and assure clear direction, including setting goals, timetables and determining methodology. 
  • Coordinate among divisions and Deputy Director for Fish and Wildlife Programs, to facilitate implementation of Department programs and policies consistently throughout the state. 
  • Coordinate major adjustments in biennial budgets or organizational changes with Deputy Director for Fish and Wildlife Programs and the Director and provide input/coordination on major decisions in budget proposals for new biennium.  Oversee the development of the budget process including development of information for the External Budget Advisory Committee and Town Hall meetings every biennium.  
  • Represent the Director/Department at policy level committees. 
  • Represent the Director in the review of grievances, complaints, position classifications, and other issues impacting employee relations. 
  • Report to the Oregon Fish and Wildlife Commission on issues related to the Administrative Division Services, e.g., monthly financial report, biennial budget. 
  • Foster and maintain a customer service ethic within the administrative sections. 
  • Coordinate operations for program management, communications, diversified funding, improved customer service, partnering to protect habitats, resource management, and budget building. 
  • Develop, with the Executive Leadership Team, a legislative strategy for each biennium. Provide input to the Director regarding Department positions on legislation. Coordinate the Department efforts on the Ways and Means budget presentation. Represent the Director with the Governor and legislators in the Director’s absence. 
  • Serve as primary Department contact on legal issues, property purchase, and in coordination with the Deputy Director for Fish and Wildlife Programs, pre-approves all staff requests for legal assistance, grievances, complaints, and tribal relations. 
  • Serve as Acting Director in the absence of the Director and/or Deputy Director for Fish and Wildlife Programs.
 
WORKING CONDITIONS
  • Work is conducted primarily in an office setting, but may involve occasional work in a field setting with exposure to inclement weather conditions.
  • Requires frequent local and statewide travel with infrequent travel out of state.
  • Work schedule often involves weekends, evenings and long hours.
  • May involve dealing with hostile or angry members of the public.
  • The employee in this position will be subject to mandatory unpaid time off (MUTO) days according to Department of Administrative Services (DAS) directives based on budgetary constraints.
 
NOTE: You must have a valid driver license and an acceptable driving record.
 
The Oregon Department of Fish and Wildlife will check driving records for in-state finalists. Out-of-state finalists will be required to present a current driving record for review.
 
NOTE: Within three-days of hire, applicants will be required to complete the U.S. Department Homeland Security’s I-9 form confirming authorization to work in the United States. ODFW is not able to support VISA sponsorships.

SALARY AND BENEFITS 
 
Annual salary for this position ranges from $78,780 - $116,016. Salary and relocation expenses are negotiable. In addition to salary, Executive Service employees receive:
