(Fisheries Assistant Project Leader)

$3,235 - $4,495 MONTHLY


GENERAL INFORMATION
  • This position is with the Oregon Department of Fish and Wildlife located in Enterprise.
  • Be sure to mark 32A (Enterprise) in the Geographic Availability Section of the PD100 application form.
  • This recruitment will be used to establish a list of qualified people.
  • The list will be used to fill the current vacancy only.
  • The employee in this position will be represented by the Service Employees International Union (SEIU) and will be subject to all provisions of the collective bargaining agreement.

TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have:
  • A Bachelor's degree in Fisheries or Wildlife Science or a closely-related Bachelor’s degree with at least 45 quarter (30 semester) hours of biological/ecological coursework; OR

  • Three years of biological experience performing studies, research, or resource management activities in a fisheries or wildlife program.
IN ADDITION to one of the above, you must have one of the following:
  • Two years of biological experience performing studies, research, or resource management activities in a fish and/or wildlife program.  This experience must have included at least two of the following:  gathering data, analyzing data, or preparing reports; OR

  • A Master’s Degree in Fisheries or Wildlife Science, or a closely-related Master’s degree in biological/ecological sciences and one year of biological experience performing studies, research, or resource management activities in a fish and/or wildlife program which included at least two of the following:  gathering data, analyzing data, or preparing reports; OR

  • A Doctorate in Fisheries or Wildlife Science, or a closely-related Doctorate in biological/ecological sciences.
Applicants who have obtained a Master’s degree which includes work experience from an internship, work/study, or similar program may list this experience in the “Work History” section of the PD100 application form to receive credit for the work experience. Both the Master’s degree and applicable work experience will be reviewed separately and both may count toward minimum qualifications.
 
Note: All applicants must submit a photocopy of all transcripts required to qualify with their application to receive credit for college degrees or coursework unless they are permanent employees of the Oregon Department of Fish and Wildlife.  However, permanent ODFW employees should be prepared to provide copies of college transcripts upon request as they may be required if it is not clear whether a degree is closely related. Credits must be from an accredited college or university. Online transcripts are acceptable. Transcripts must include coursework and indicate that a degree was conferred.
 
If qualifying duties were not the main focus of the job, provide the percentage of time you spent doing the duties that qualify you for the recruitment as stated above. Examples: Gathering biological data 4 hours out of a 40 hour week = 10%, or 5 hours out of a 20 hour week = 25%.

Preference will be given to candidates with experience evaluating fish population status (ie. abundance and life stage survival rates), leading field crews, analyzing complex data sets and writing technical reports.

DUTIES AND RESPONSIBILITIES
 
The Fisheries Assistant Project Leader will assist in conducting studies to investigate and compare juvenile life history and migration patterns of spring Chinook salmon and steelhead populations in the Grande Ronde and Imnaha basins. Results of this study will improve our ability to develop adequate recovery and rebuilding programs for Chinook salmon and steelhead in Northeast Oregon. Migration timing data will influence flow and passage enhancement in the Snake River.  The major roles and responsibilities of this position are to:
  • Participate in the collection of scientific data on streams and rivers. Assemble and install juvenile salmonid fish traps in streams and rivers. Operate juvenile traps and remove fish that are trapped. Identify, measure, weigh and assess condition of fish. Tag juvenile salmon and steelhead with passive integrated transponder (PIT) tags. Use computerized data collection systems. Snorkel and seine to locate and capture juvenile fish in streams. Record data on data forms and scale cards. Walk streams to observe, quantify and record habitat conditions and categories. Walk streams to estimate redds and adult fish numbers.

  • Analyze and summarize scientific data. Conduct scale pattern analysis to determine age and origin of fish. Prepare estimates of juvenile salmonid abundance in streams, survival to life stages and parent to progeny ratios. Enter data into computer databases. Transfer and download data from centralized PIT tag database. Develop spreadsheet and database models for data analysis. Conduct parametric and non-parametric statistical analyses. Conduct statistical analysis of data using appropriate statistical methods. Tabulate and summarize data in formats suitable for written and oral presentation. Develop and assess appropriate statistical methods for complex data analysis.

  • Prepare reports and oral presentations. Use word processing and graphics software packages to prepare reports and presentations. Take the lead or assist in writing annual progress, monthly, quarterly and information reports, manuscripts and special publications. Prepare graphics for presentations. Prepare and make project presentations for professional and inter agency meetings as assigned by project and program leader. Have primary responsibility for writing special reports and manuscripts. Assist in preparation of Endangered Species Act (ESA) permit applications and ESA annual reports.

  • Lead and oversee the work of up to four experimental biological aides. Prepare and plan work schedules and assign daily work. Direct and review field sampling activities. Provide orientation and training in sampling and field activities. Provide input to supervisor for performance evaluation, work description, and work plan development for seasonal employees. Assist project leader in hiring personnel.

  • Participate in project planning and coordination. Assist in developing experimental designs and statistical analysis approaches. Assist in preparation of study plans, project proposals and annual sampling plans. Coordinate field sampling activities with tribal, state and federal biologists by informing them of schedules and scheduling assistance. Help coordinate project activities with districts, regions, federal agencies, tribes and private landowners by providing schedules and summaries of results. Participate and provide input in project planning and coordinating meetings. Assist in identifying future research needs.

  • Provide technical assistance to department staff and managers as requested. Stay informed of current literature and scientific developments related to fish biology, salmon culture and life histories by reviewing and summarizing literature.

  • Attend and present research results at professional meetings. Participate in and obtain mandatory training.

  • Purchase and maintain field sampling equipment including nets, traps, data collection stations and data recorders.
WORKING CONDITIONS
  • Requires frequent long distance travel to study sites in all types of weather.

  • Requires working outdoors in inclement weather and in cold, swift streams.

  • Work will be conducted in the office fifty percent of the time.

  • Requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day, and does not exceed forty (40) hours in a work week.  Work exceeding 40 hours per week requires prior approval by the supervisor. This includes working at all hours and workdays in excess of eight hours.

  • May require working weekends and long hours.
NOTE: You must have a valid driver license and an acceptable driving record.
 
The Oregon Department of Fish and Wildlife will check driving records for in-state finalists. Out-of-state finalists will be required to present a current driving record for review.
