GENERAL INFORMATION
- This position is with the Western Oregon Fish Research & Monitoring Program administered by the Oregon Department of Fish and Wildlife’s Northwest Region located in Corvallis.
- This recruitment will be used to establish a list of qualified people. The list will be used to fill the current vacancy only.
- THIS IS A LIMITED DURATION POSITION THROUGH APRIL 30, 2010 WITH POSSIBLE EXTENSION THROUGH 6/30/2011.
- The employee in this position will be represented by the Service Employees International Union (SEIU) and will be subject to all provisions of the collective bargaining agreement.

TO QUALIFY
Your resume will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, you must clearly describe how you have:
- Three years of biological experience in a fisheries or wildlife program. At least one year of the experience must be at the professional level, performing research or resource management activities, such as planning and conducting investigations, analyzing data, applying pertinent laws and regulations, and coordinating and monitoring project activities; AND
- A Bachelor’s degree in Fisheries or Wildlife Science or a closely-related Bachelor’s degree with at least 45 quarter (30 semester) hours of biological/ecological coursework; or three years of biological experience performing studies, research, or resource management activities in a fisheries or wildlife program.
A Master’s degree in Fisheries or Wildlife Science, or a closely-related Master’s degree in biological/ecological sciences will substitute for up to one year of required experience and a Doctorate in Fisheries or Wildlife Science, or a closely-related Doctorate in biological/ecological sciences will substitute for up to two years of required experience.
Applicants who have obtained a Master’s degree or Doctorate that includes work experience from an internship, work/study, or similar program may list this experience in their resume to receive credit for the work experience. The Master’s degree/Doctorate and applicable work experience will be reviewed separately and both the education and applicable experience may count toward minimum qualifications.

Preference will be give to applicants with experience evaluating fish propagation programs, conducting statistical analyses, independently preparing reports and technical documents, and developing fisheries management recommendations that address both the conservation and utilization of salmon species. Knowledge of salmonid genetics is also highly desirable.

DUTIES AND RESPONSIBILITIES
The Fisheries Research Analyst will conduct a comprehensive review of the Willamette spring Chinook salmon hatchery program. The program includes operations at five hatchery facilities and represents biennial investments of over $3,400,000. The hatchery program is designed to meet production and performance goals that support extensive sport and commercial fisheries. Hatchery operations must also support Endangered Species Act (ESA) conservation and recovery goals, as well as provisions of the NOAA Fisheries Biological Opinion that requires the U.S. Army Corps of Engineers Willamette Project to implement specific actions. S/he will be responsible for a complex analysis of all factors and the results and recommendations of this review will have significant and long term impact on future management of the department’s hatchery programs. Major duties and responsibilities are to:
- Conduct a scientific assessment of Willamette basin spring Chinook salmon hatchery programs, including full consideration of ecological interactions with naturally-produced salmon and steelhead and impacts on ESA-listed species. Elements of this scientific assessment will include:
- Conducting a comprehensive review of scientific literature, references, and department reports for Willamette basin spring Chinook hatchery program information.
- Conducting a comprehensive compilation, summary, and analysis of key hatchery data – a minimum of 20 years of records.
- Applying expert knowledge of data availability and data systems to incorporate information from disparate sources and multiple platforms. Examples of data to be integrated, summarized and assessed are: hatchery fish return rates, numbers, phenotypic and behavioral traits (e.g., size, age, sex ratio, timing); juvenile spring Chinook releases for each hatchery and determination of smolt-to-adult return rates; returns of coded-wire-tagged fish by source and river subbasin).
- Documenting, for the first time, the evolution of Willamette basin hatchery practices, juvenile release strategies, and the rationale behind current practices (e.g., size-at-release, release timing and location, stock origin, integration).
- Scientifically evaluating the history and effectiveness of integrated spawning broodstock programs for each hatchery and river subbasin.
- Applying contemporary scientific knowledge of genetic fish management to summarize and evaluate the impacts of current efforts to maintain adequate genetic diversity and heterozygosity in hatchery spring Chinook populations.
- Determining the feasibility of conducting stock-recruitment analyses for hatchery spring Chinook (or identifying existing analyses).
- Identifying important data gaps in Willamette basin hatchery information and developing recommendations regarding data and analytical needs.
- Conducting statistical analysis and providing graphical presentation of data using computer software, requiring experience using software, such as Access, Excel, SAS, SigmaPlot, and SigmaStat.
- Determining the appropriate types of analyses needed to meet the objectives of the review process, and quickly responding to suggestions and requests for additional analysis, interpretation, and presentation of data.
- Write scientific reports based on the results of the hatchery program review activities described above. Preparing these reports will include:
- Convening a panel of recognized experts (both within and outside of the department) to function as reviewers of all draft documents.
- Working independently with the department’s propagation staff, hatchery coordinators and managers to assure that the data accurately reflects current and past hatchery practices.
- Working directly with Willamette BiOp federal, state, and tribal partners to assure confidence in the report process and development of recommendations.
- Developing and testing critical policy alternatives affecting the future management of the Willamette hatchery system.
- Developing and taking responsibility for review of key recommendations for short-term adjustments to hatchery programs in support of BiOp requirements as well as compliance and support for the department’s Native Fish Policy, ODFW/NOAA Recovery planning, and the Oregon Conservation Strategy.
- Produce project progress reports and briefings for key policy forums, including:
- Regular briefings and reports to senior region and fish division managers.
- Representing the department at multiple inter-agency and policy forums, including the Willamette Biological Opinion (BiOp) Interagency Steering Committee and the BiOp Research, Monitoring, and Evaluation Technical Team.
- Drafting high-level policy recommendations and making presentations to Fish Division senior administrators, federal partners, and, when appropriate, to the Oregon Fish and Wildlife Commission.
- Applying expert knowledge gained from development of the hatchery report to make recommendations for additional or modified research, monitoring, and evaluation activities conducted by the department under the Willamette BiOp.
- Create and present audience-appropriate presentations of project results to department field staff, professional groups, local government agencies, and to the public.
WORKING CONDITIONS
- Work is primarily conducted in an office environment involving frequent computer use.
- Occasional travel to meeting sites, hatcheries, and district offices.
- Requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day. This includes working at all hours and workdays in excess of eight hours or 40 hours per week when necessary.
NOTE: You must have a valid driver license and an acceptable driving record.
The Oregon Department of Fish and Wildlife will check driving records for in-state finalists. Out-of-state finalists
will be required to present a current driving record for review.
