GENERAL INFORMATION
- This position is with the Wildlife Division of the Oregon Department of Fish and Wildlife located in Salem.
- This recruitment will be used to establish a list of qualified people.
- The list will be used to fill the current vacancy only.
- The employee in this position will be represented by the Service Employees International Union (SEIU) and will be subject to all provisions of the collective bargaining agreement.

TO QUALIFY
Your resume will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, you must clearly describe how you have:
- Three years of biological experience in a fisheries or wildlife program. At least one year of the experience must be at the professional level, performing research or resource management activities, such as planning and conducting investigations, analyzing data, applying pertinent laws and regulations, and coordinating and monitoring project activities; AND
- A Bachelor’s degree in Fisheries or Wildlife Science or a closely-related Bachelor’s degree with at least 45 quarter (30 semester) hours of biological/ecological coursework; or three years of biological experience performing studies, research, or resource management activities in a fisheries or wildlife program.
A Master’s degree in Fisheries or Wildlife Science, or a closely-related Master’s degree in biological/ecological sciences will substitute for up to one year of required experience and a Doctorate in Fisheries or Wildlife Science, or a closely-related Doctorate in biological/ecological sciences will substitute for up to two years of required experience.
Applicants who have obtained a Master’s degree or Doctorate that includes work experience from an internship, work/study, or similar program may list this experience in their resume to receive credit for the work experience. The Master’s degree/Doctorate and applicable work experience will be reviewed separately and both the education and applicable experience may count toward minimum qualifications.

Preference will be given to applicants with biological knowledge and federal grant writing and management experience.

DUTIES AND RESPONSIBILITIES
The Wildlife Restoration Coordinator will develop and implement guidelines for other state agencies, conservation groups, landowners and department staff applying for and/or receiving Wildlife Restoration (PR), State Wildlife Grant (SWG), Endangered Species (Section 6) and Landowner Incentive Program (LIP) grant funding for species or habitat protection, restoration, or enhancement projects. S/he will be responsible for developing project proposals with project managers for species and habitat protection, restoration or enhancement projects on public and private lands using established habitat management and restoration guidelines and principles. Major duties and responsibilities are to:
- Develop and coordinate Wildlife Division’s Wildlife Restoration Pittman-Robertson (PR), State Wildlife Grant (SWG), Landowner Incentive Program (LIP), and Section 6 habitat management, enhancement and restoration activities for the department.
- Provide technical guidance on implementation of multifaceted habitat restoration and enhancement projects to PR, SWG, LIP, and Sec 6 grantees and other partners using scientifically sound and accepted species and habitat restoration guidelines.
- Work with department staff and project partners to ensure project results are entered into the Oregon Conservation Registry.
- Conduct annual field reviews of program activities at various locations throughout the state (wildlife management areas, private, state or federal lands) to monitor project implementation and completion.
- Coordinate field tours with department or other land managers to review habitat management activities and provide recommendations on their applicability to the department and division goals and objectives for the PR, SWG, LIP, and Section 6 programs.
- Attend and make presentations at conferences and symposiums to maintain knowledge of habitat management and enhancement techniques and to highlight habitat restoration activities implemented by the department.
- Complete other administrative activities necessary to coordinate PR, SWG, LIP and Section 6 habitat management activities for the department.
- Responsible for developing overall program budgets and budget targets for department project leaders and grantees.
- Provide direction to project leaders and grantees and assist with the development of intricate work plans for PR, SWG, LIP, and Section 6.
- Develop and evaluate multifaceted grant proposals submitted from the field to ensure proposals are scientifically sound, cost effective and are compliant with state and federal rules, regulations, and policies.
- Develop and submit grant amendments and other grant documentation necessary to revise projects.
- Develop interim and annual performance reports for PR, SWG, LIP, and Section 6 grants to ensure they meet program requirements.
- Coordinate with project managers, State Historic Preservation Office (SHPO), tribes, and USFWS – Wildlife and Sport Fish Program staff to meet complex state and federal cultural compliance requirements (Cultural Resource, ESA – Section 7, and NEPA) necessary for project implementation.
- Monitor project expenditures for consistency with program objectives and allocated funding levels.
- Work with administrative support staff to track PR, SWG, LIP, and Section 6 funded projects through the use of the USFWS – Federal Assistance Information Management System (FAIMS) website.
- Provide PR, SWG, LIP, and Section 6 Education & Outreach.
- Work with the habitat biologists, landowners, watershed councils, non-government organizations, schools, community groups and state, federal and local agencies to promote partnerships to develop, implement and monitor projects to conserve and protect habitat for wildlife on public and private lands.
- Work with the Information and Education Division to expand the department’s website to include information on PR, SWG, LIP, and Section 6 Programs and their objectives, project successes and sources of other state or federal funds for habitat protection, restoration or enhancement.
- Develop and update informational material describing the PR, SWG, LIP, and Section 6 Programs and their objectives and other related habitat incentive programs.
- Assist or perform special assignments as determined by the Director, Wildlife Division Administrator, Deputy Administrator or Operations Program Manager.
WORKING CONDITIONS
- Work is primarily conducted in an office environment.
- Occasional in-state travel is required to meet with project leaders and grantees.
- Travel by air to meetings and conference’s is necessary periodically throughout the year.
- Requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day. This includes working at all hours and workdays in excess of eight hours.
NOTE: You must have a valid driver license and an acceptable driving record.
The Oregon Department of Fish and Wildlife will check driving records for in-state finalists. Out-of-state finalists
will be required to present a current driving record for review.
