ODOT Audit Services - External Audit Section provides an essential audit and oversight service to management to improve accountability and protect the public interest in providing assurance that costs submitted by contractors are properly supported and reasonable.
 
The External Audit Section is tasked with the primary objective of carrying out audits and special analyses to ensure costs charged to ODOT by consultants, contractors and other external groups are accurate, reasonable and comply with applicable federal and state regulations. Audits and reviews are performed as a service to ODOT management to assist in managing external contracts for the department, reducing department risk and improving accountability.
 
The external audit is an audit conducted on the accounting records and other related financial information of an external entity that does business with the department under contract, grant or agreement. Examples include consultants, contractors, railroad and utility companies, and other governmental units. These audits generally include a review of the adequacy of the entity’s cost accounting systems, rates to be charged, allowability of costs and accuracy of the billings submitted, or rents and fees reported and paid, and determination of compliance with terms, covenants and conditions of a contract, grant or agreement.
Examples of external audits can include: consultant pre-award reviews, consultant indirect cost rate audits, consultant final audits/reviews, interim billing audits, railroad and utility reviews, A-133 audits and contract compliance assessments.
 
External audits are performed according to generally accepted government auditing standards as issued by the U.S. Government Accountability Office (GAO).
