Programs
In order to ensure efficient and accountable services, we have identified a number of Annual Performance Measures for the services we delivery. 

The role of Human Resources (HR) is to provide a balance of service as both management consultant and employee advocate.  In partnership with customers, stakeholders, and each other we will focus on achieving the following goals:
  • Serve as a management consultant helping to achieve stated business goals.
  • Ensure legal and policy compliance thereby protecting the agency from unnecessary risk.
  • Provide professional training services.
  • Recruit, select and retain a well-qualified workforce.
  • Act as an employee advocate and promote a professional work environment where diversity is truly valued.
Our Employee/Labor Relations Philosophy
The Oregon Department of Transportation endeavors to create and maintain effective working relationships with our employees and the labor unions representing them. In partnership, our goal is to create a workplace that allows the organization to meet its stated goals and our employees to be successful.
 
Our managers and supervisors are responsible for establishing and maintaining a climate of mutual respect and open communications with individual employees. ODOT and its employees derive the greatest benefit from this type of employment relationship.  Human Resources is charged with the overall responsibility for managing ODOT’s labor relations activity. This includes the negotiation of collective bargaining agreements, the development and communication of employment policies, and the on-going administration of employee relations and labor-management issues. Together with our business partners, the ODOT Human Resource team work to achieve the agency’s stated goals in the labor management area.
