These rules have been adopted aproximately within the last six months.
 Proof of Medical Qualification for a CDL
Beginning January 30, 2012, changes to federal regulations go into effect related to proof of medical qualification requirements for CDL holders and CDL instruction permit holders; 2011 HB 2138  authorized DMV to implement these federal changes.

 Miscellaneous Rule Repeals
DMV repealed four rules that are no longer needed: OAR 735-001-0030, 735-016-0080, 735-050-0090 and 735-064-0085.

 Low Emission Vehicle Standards
DMV amended OAR 735-030-0330 to be consistent with DEQ's OAR 340-257-0060 and allow vehicles purchased by Oregon residents while assigned to active government service outside of Oregon an exemption from the registration requirements for Oregon LEV standards.

 Disabled Veteran Registration Plates
DMV will accept as proof that an applicant is qualified to receive disabled veteran registration, any letter, including a DD214 form, issued by the VA or branch of the U.S. Armed Forces that indicates the applicant received a service-related disability, regardless of whether the letter specifically shows an honorable discharge.

DMV is implementing HB 2139 and by changing its SSN documentation requirements; clarifying what is acceptable proof of legal presence; describing requirements for time extensions of temporary permits and ID cards.

 Update of Conviction Tables
During the 2011 legislative session, two bills were enacted creating new traffic offenses or amending traffic offense statutes, making it necessary for DMV to amend OAR 735-064-0220 and 735-072-0035 to implement these laws.

 At-Risk Driver Program
This rule change implements HB 3128 by specifying that a suspension ends when a person whose driving privileges are suspended under the At-Risk Driver Program voluntarily surrenders his or her driving privileges due to deteriorating health or age related issues.

 Fraud Suspensions
DMV will continue to suspend a driver license and the right to apply when a person obtains it by giving false information; however it will no longer suspend an ID card or the person's right to apply for an ID card. DMV will cancel an ID card issued in a false name.

 Implied Consent Forms; Suspensions
DMV removed the requirement that an Implied Consent form contain “a suspension period that conforms to the type of suspension in accordance with ORS 813.404 or 813.420.” DMV enters a suspension on a record even if the form does not indicate the length of suspension.

 Class IV ATVs
Qualified Oregon vehicle dealers that sell snowmobiles, or Class I and Class III all-terrain vehicles are designated as agents of DMV. These amendments add the new Class IV all-terrain vehicles. Subsection (4)(f) is also amended to clarify that a vehicle dealer may only prepare and/or submit documents and collect fees for transfers of registration plates for vehicles they sell.

Eligibility for a Hardship Permit
This rule change specifies that a person whose driving privileges are suspended for tampering with an ignition interlock device may not apply for a hardship permit.
