 Highway Approach Permitting, Access Control and Access Management
In 2011 the authorizing statutes for how ODOT issues permits for access to state highways were substantially changed. These proposed rule changes will bring the agency’s processes into compliance with the legislation.

 Traffic Control Devices
These changes make traffic signal rules current, remove any unnecessary requirements, and eliminate inaccurate, obscure, and cumbersome references.

These rule changes modify the procedure for removing personal property specifically from illegal campsites that are located on state highway rights of way.

 Variable Speed Zones
This rule gives authority to ODOT and other road authorities to establish variable speed zones on sections of highway when it's determined that a range of speeds in response to recurring conditions provides for better traffic safety and operation than a single set speed.

 Readoption of MUTCD
These amendments adopt the 2009 Edition of the Manual on Uniform Traffic Control Devices, Oregon Supplement to the Manual on Uniform Traffic Control Devices, and the Oregon Temporary Traffic Control Handbook as standards for traffic control devices in Oregon.

 Oregon Coordinate Systems
These rules implement SB 877 by moving all definitions of the existing Oregon State Plane Coordinate System from ORS Chapter 93 to ODOT's administrative rules and placing all definitions for the new Oregon Coordinate Reference System in the new OAR.

 Fallen Officer Memorial Signs
This rule implements HB 3039 by establishing a program for roadside memorial signs that commemorate a police officer killed in the line of duty when the Legislative Assembly adopts a concurrent resolution that recognizes the police officer.
