About DMV Business Regulation
Overview
The Business Regulation Section within the Driver & Motor Vehicle Services (DMV) Division is made up of two units: the Business License Unit and the Investigation Unit.

 Business License Unit
 
The Business License Unit issues business certificates (licenses) to the following:
  • Vehicle Dealers
  • Dismantlers
  • Transporters
  • Vehicle Appraisers
  • Commercial Driver Training Schools/Operators

  • Snowmobile Instructors
  • RV License Show

 Investigation Unit
 
The Investigation Unit investigates those businesses, instructors and persons listed in the section above. The unit also provides individual and group training to vehicle dealers concerning dealer-related DMV procedures. They also investigate unlicensed dealer "curber" activity.
 
Filing a Complaint
Consumers may file a complaint against licensed and unlicensed dealers by printing a Request for Investigation (Form 735-6504) or a Report of Suspected Unlicensed Activity (Form 735-6924) from our Forms page. In completing these forms, you should send in supporting documentation, such as the location and date of display of the vehicles for sale, and any license plate numbers and phone numbers used to advertise the vehicles. Investigators are located in different areas of the State to better serve you.

Authority
DMV Business Regulation has the authority to assess civil penalties in the form of fines against those dealers and dismantlers who have violated statutes found in ORS 822 or regulations found in OAR 735-150 and OAR 735-152. Penalties can be as high as $1,000 per violation. The penalty for operating without a dealers' license is $5,000 per vehicle. Business Regulation can also impose sanctions such as probation, suspension and cancellation of a license.
