DMV to collect public input on new driver license rules

Public input is sought on proposed new Oregon administrative rules that will tighten the requirements for obtaining a driver license or identification card.
 
The Driver and Motor Vehicle Services Division drafted the rules under an executive order that Gov. Ted Kulongoski signed Nov. 16. The order directs DMV to enact the rules as soon as possible.
 
The deadline for written comments is Dec. 18, 2007.
 
“The purpose of public comment is to provide the Oregon Transportation Commission with input on the proposed rules, not on the governor’s executive order,” DMV Administrator Tom McClellan said. “It’s not a forum to argue for or against the order or policy itself. It’s an opportunity for citizens to help the agency implement the policy – for example, did we overlook something in the rules?”
 
Oregon residents may read the draft rules, posted at www.OregonDMV.com and provide input in one of two ways:
  • Address written comments to Liz Woods, DMV, 1905 Lana Ave. NE, Salem, OR 97314 or e-mail them to elizabeth.a.woods@odot.state.or.us. Comments must be received by Dec. 18.
  • Bring written comments or testify at a public hearing on Dec. 18 in Salem.
The hearing will be held from 1 to 5 p.m. Dec. 18 in Cascade Hall at the Oregon State Fairgrounds. People may deliver written comments at the hearing, or they may sign up before 2 p.m. to give up to three minutes of verbal testimony.
 
The hearing location is accessible to persons with disabilities. A request for hearing-impaired assistance or accommodations for persons with disabilities needs to be made at least 48 hours prior to the hearing by calling (503) 945-8948 or e-mailing elizabeth.a.woods@odot.state.or.us.
 
After the hearing, the public input will be provided to the Oregon Transportation Commission, which must approve any changes in rules governing DMV procedures.
 
The governor issued this executive order in order to bring identification requirements for Oregon driver licenses and ID cards in line with those of most other states.
 
“It is unacceptable for our state to be a magnet for people trying to illegally obtain a driver license or identification card,” the governor said Nov. 16, when he signed the order. “Under this executive order, we will secure our licenses and bring Oregon closer in line with other states.”
 
Under the order, applicants for new, renewal or replacement driver licenses, permits or ID cards will have to provide a valid Social Security number – which will be verified through the Social Security Administration – or sign a statement saying they were never issued a Social Security number. Applicants also must provide at least one of the identity documents listed in the rules.
 
Applicants who have never been issued a Social Security number and present a document issued by a foreign government will need to provide a valid Department of Homeland Security document that has not expired. Acceptable Department of Homeland Security documents are listed in the proposed rules.
 
The rules propose an effective date of Feb. 4, 2008.
