Blank Window
If a DMV form or other publication does not open, download or print correctly, leaving a blank window within your Web browser, follow these steps to try to resolve the issue:
  1. If accessing a DMV form, select a version of the form not marked "fillable"
  2. Click on the link with your right mouse button
  3. In the menu that pops up, select "Save Target As"
  4. You should then be prompted to choose a location to save the file
  5. After choosing the location, click on the "Save" button
  6. Once saved, navigate to the file on your computer and open it
  7. You should now be able to access and print the form or publication
If accessing an online form and you get a blank screen with a dialog box stating that "only secure content is displayed," you will need to select the option to "show all content." If using the Google Chrome browser, you will not get a dialog box so you cannot display the content.

Bounced To Another Page When Accessing A Form Link
Some users are transferred to our Web Site Feedback/Suggestion Form page when attempting to access a link to another form. Basically, the user's browser is unable to successfully follow the specified hyperlink path and launch the form so it reroutes the user to this general default page.  
This is an intermittent problem that our internal technicians and our external Internet support vendors have not been able to isolate to a single cause, or even a few circumstances. It seems that the issue is primarily with network and security setting combinations but they vary greatly depending upon the user's connection type (dial up, DSL, cable modem, etc.), operating system type and version (Windows XP, Vista, MAC OS X, etc.), and browser type and version (Safari, Internet Explorer, Mozilla Foxfire, etc.).
We regret this inconvenience but until a solution can be found, you may contact us by submitting a Web Site-related online inquiry and tell us that you are having difficulty accessing a form link on our web site and request that we send you the form via email or U.S. mail. Be sure to tell us which form you need, how you would like us to send it and your contact information.

Content or Letters Missing
Some users have reported that certain words, letter combinations or letters are missing when they view DMV manuals or other publications in a PDF format.  This is caused by an issue with the user's Adobe Reader software, either corruption or a version incompatibility.  Anyone experiencing this problem is advised to download the newest Adobe Reader version available on the Adobe Web site for their personal computing device.  If using a PDF emulator software from another vendor (i.e., not using an Adobe Reader to view PDF files) then they should reload that software or download the newest available version.

Can't Open A PDF File
Some of our users have reported having problems opening our forms and other files provided in an Adobe Portable Document Format (PDF), especially those using the Mozilla Firefox browser.  They generally get an error message stating that the file is damaged and could not be opened, or a message stating that their browser expected a dict. object, or their browser simply hangs and the PDF file never opens. The root cause seems to be incompatibilities caused by configuration settings.  Many users have found that disabling the "Fast View" and "Display PDF in Browser" options in Adobe Acrobat solves the problem because it allows the PDF to display in a separate window rather than in the current browser window.
Disabling these options may be accomplished by the following steps:
  1. Close your browser.
  2. Open Adobe Reader.
  3. Go to the "Edit" menu and select "Preferences".
  4. In the left column, select Internet.
  5. Uncheck "Allow Fast Web View".
  6. Uncheck "Display PDF in Browser".
  7. Click "OK" with your left mouse button.

Portable Document Format (PDF) is a file format created by Adobe for document exchange. This format presents documents in a manner independent from a specific application software, hardware, and operating system. Each PDF file encapsulates a complete description of the document that includes the text, fonts, images, and graphics.

Gray Page
Some Apple computer users have reported that they get a blank gray page when opening PDF forms. This seems to be related to a known issue with certain newer versions of the Safari browser. Under certain conditions, users may need an "AdobePDFViewer.plugin" in order to view PDF files.
Prints Gibberish
Some users have reported that a PDF form looks fine on their screen but they get gibberish when they attempt to print it. To remedy this issue, you can configure the Adobe Reader to print as an image:
  1. From the Print dialogue box in Adobe Reader, click on the Advanced button in the left-hand corner. This will launch the Advanced Print Setup dialogue box.
  2. Activate the "Print as image" checkbox in the lower left-hand corner.
  3. Click on the OK button to close the Advanced Print Setup dialogue box.
  4. Click on OK button to close the Print Menu.
Trouble with Fillable Forms

Unable to Save Form
It is not possible to save the data entered into a fillable PDF form via a browser, i.e., using the browser's save functions (Save or Save As). Only to print it from the browser. However, fillable PDF forms may be completed and saved using the Adobe Acrobat Reader (this software must be loaded on your computer). To accomplish this you must first save the empty DMV form template to a PDF file on your own computer or network:

  1. Position your cursor on the DMV form link and click with your right mouse button (do not activate the link and open the form).
  2. From the menu that pops up, select the "Save target as..." option in Internet Explorer or the "Save link as..." or similar option in another browser.
  3. You should then be prompted to choose a location to save the file.
  4. Select the location on your own computer or network and click on the "Save" button.
  5. Once saved, navigate to the file.

Then fill out the form and save it using Adobe Acrobat Reader:

  1. Use the Adobe Acrobat Reader to open the empty PDF form that you saved on your own computer or network.
  2. Fill in the input areas (i.e., complete the form).
  3. Select the "File" option in the upper left-hand corner of the Adobe Acrobat Reader window.
  4. From the menu that pops up, select the "Save As" option.
  5. Choose either the PDF (recommended) or Text format.
  6. You should then be prompted to choose a location to save the file.
  7. Select the location on your own computer or network and click the "Save" button.

Form Exceeds Printed Page
Some printers may require use of the "Shrink to Fit" printer dialog box to be checked in order to print the form on a single page.

Unable to Open Form
If you are unable to open a fillable form with your browser and you have Adobe Acrobat Reader loaded on your computer, an available work around is to select the alternate version of the form, i.e., not marked "fillable" and do the following:

  1. Position your cursor on the link to the DMV form (not the fillable version) and click with your right mouse button.
  2. In the menu that pops up, select the "Save target as..." option in Internet Explorer or
    the "Save link as" or similar option in another browser.
  3. You should then be prompted to choose a location to save the file.
  4. Select the location on your own computer or network and click on the "Save" button.
  5. Once saved, navigate to the file on your computer or network and open it.
  6. Once opened, print the form and then fill it in manually with a black or blue pen, or follow the instructions in the "Unable to Save a Fillable Form" subsection above) to complete and save the form using the Adobe Acrobat Reader.
