Paying early won't avoid Multnomah County vehicle fee

Although the Multnomah County vehicle registration fee is set to take effect in September, it's actually in effect already. That's because it's based on when the vehicle's tags expire, not when the owner pays the fee.
"Paying to renew registration before Sept. 1 will not avoid the fee," DMV Administrator Tom McClellan said. "DMV sends renewal reminders to vehicle owners about 60 days before their tags expire, so customers already are seeing the new fee included in their renewals."
The Multnomah County Board of Commissioners adopted the fee to help pay for a replacement for the aging Sellwood Bridge. The fee is $19 per year – or $38 for two years – in addition to the regular Oregon registration cost. Multnomah County residents pay the new fee through DMV when they renew their vehicle registrations.
The fee applies to Multnomah County residents who pay a state vehicle registration fee. Commercial vehicles weighing 26,000 pounds or more pay a separate weight/mile fee, according to state law.
"Multnomah County residents don't need to do anything differently when they renew their registrations," McClellan said. "They still can renew by mail, at DEQ emission testing stations and, for vehicles that are eligible, online at OregonDMV.com."
However, vehicle owners who are moving into or out of Multnomah County at the time their vehicle tags expire need to contact DMV to find out the appropriate fee, and they cannot renew at DEQ.
Revenue from the Multnomah County fee will be used to replace the 84-year-old Sellwood Bridge. Construction is expected to start in 2012 and be completed in 2016. The county estimates that its vehicle fee will be in effect for about 20 years to pay off construction bonds for the new bridge. The fee is projected to raise $127 million to help pay for the new bridge.
