A low-speed vehicle is a four-wheeled motor vehicle with a maximum speed of more than 20 miles per hour but not more than 25 miles per hour.  These vehicles are generally electric powered.  They are subject to the Federal Motor Vehicle Safety Standard No. 500 (49 CFR 571.500) and Oregon Administrative Rule (OAR) 737-010-0010.

To Apply

• Fill out the Application for Title and Registration (Form 735-226);
• Low-speed vehicles must have either an MCO that specifies that it was manufactured to Federal Low-Speed Vehicle standards or a Federal Standards Sticker that indicates it meets Federal Low-Speed Vehicle standards.  If the vehicle has neither, the owner must submit to DMV a completed Low-Speed Vehicle Certification (Form 735-7212). If the vehicle was modified to meet Federal Low-Speed Standards after manufacture, an original letter from the manufacturer that includes the vehicle description and a statement that the vehicle can be modified to meet the Federal Low-Speed Vehicle Standards (49 CFR 571.500) must be included with the Low-Speed Vehicle Certification;
• Ensure that all applicable title and registration requirements have been met;
• Submit the completed application to DMV; and
• Pay all applicable fees.

Fees

• $77 title fee if submitting an application for title (changing ownership information).
• $86 for a two year period.
• $24 plate fee if the vehicle does not already have plates (also see registration fee page for plate fees).
• $5 fee if you are replacing or changing plates at the time of registration renewal.
• $10 fee if you are replacing or changing plates between registration renewal periods.

Note: Low-speed vehicles registered in Multnomah County are subject to Multnomah County registration fees and are required to pay an additional $19 per year of registration.  Multnomah County registration fees are due at initial registration and renewal for registrations expiring on or after September 1, 2010.  Visit Multnomah County's web site for more information.

The license plates issued to Low-Speed Vehicles have a yellow background with blue letters and numbers.  The configuration on the plate is “LS” followed by five numbers.  Two plates are issued and must be displayed on the front and rear of the vehicle.
