| Low-Speed Vehicle Definition |
|
A low-speed vehicle is a four-wheeled motor vehicle with a maximum speed of more than 20 miles per hour but not more than 25 miles per hour. These vehicles are generally electric powered. They are subject to the Federal Motor Vehicle Safety Standard No. 500 (49 CFR 571.500) and Oregon Administrative Rule (OAR) 737-010-0010.
Low-speed vehicles must have either a Manufacturer’s Certificate of Origin that specifies it was manufactured to Federal Low-Speed Vehicle Standards or a Federal Standards Sticker that indicates it meets Federal Low-Speed Vehicle Standards. If the vehicle has neither, the owner must complete a DMV Form 7212, Low-Speed Vehicle Certification, certifying the vehicle was originally manufactured to meet Federal Low-Speed Vehicle Standards or that the vehicle was modified after original manufacture to meet Federal Low-Speed Vehicle Standards. If the vehicle was modified to meet Federal Low-Speed Vehicle Standards after manufacture, an original letter from the manufacturer stating the vehicle can be modified to meet Federal Low-Speed Vehicle Standards (49 CFR 571.500) must be submitted with the Application for Title and Registration.

To Apply
- Fill out the Application for Title and Registration;
- Low-speed vehicles must have either an MCO that specifies that it was manufactured to Federal Low-Speed Vehicle standards or a Federal Standards Sticker that indicates it meets Federal Low-Speed Vehicle standards. If the vehicle has neither, the owner must submit to DMV a completed Form 7212, Low-Speed Vehicle Certification and an original letter from the manufacturer that includes the vehicle description and a statement that the vehicle can be modified to meet the Federal Low-Speed Vehicle Standards, 49 CFR 571.500;
- If you are applying for registration for a 2009 model year or newer low-speed vehicle with 7,500 or less mileage, you must prove compliance with or exemption from the Low Emissions Vehicle requirement;
- Submit the completed application to DMV; and
- Pay all applicable fees.

| License Plates |

The license plates issued to Low-Speed Vehicles have a yellow background with blue letters and numbers. The configuration on the plate is “LS” followed by five numbers. Two plates are issued and must be displayed on the front and rear of the vehicle.
