Reports to the Legislature

Key Initiatives

 
Access Management 
 
The 2010 Legislature directed the Oregon Department of Transportation in cooperation with stakeholders, to develop proposed legislation to codify, clarify, and bring consistency to issuance of access permits based on objective standards.
 

 
Practical Design 
Sections 19 and 20 of the Jobs and Transportation Act directs ODOT to follow design practices that incorporate the maximum flexibility in the application of standards to reduce cost while preserving and enhancing safety and mobility.
 

 
Transportation Planning Rule 
 
The Land Conservation and Development Commission (LCDC) and the Oregon Transportation Commission (OTC) established a joint subcommittee to coordinate the process of rulemaking for the Transportation Planning Rule (TPR) Section 0060 and amendments to the Oregon Highway Plan (OHP) mobility standards.


Columbia River Crossing (CRC) 
The Columbia River Crossing is a long-term, comprehensive solution to address safety and congestion problems on five miles of I-5 from State Route 500 in Vancouver, Washington, to approximately Victory Blvd. in Portland, Oregon. CRC will replace the I-5 bridge over the Columbia River and extend light rail to Vancouver.
 

 
ConnectOregon 
 
ConnectOregon is a lottery-bond-based initiative first approved by the 2005 Oregon Legislature to invest in air, rail, marine and transit infrastructure. This key strategy ensures Oregon’s transportation system is strong, diverse, and efficient. ConnectOregon is focused on improving the connections between the highway system and the other modes of transportation to better integrate the components of the system, improve flow of commerce and remove delays.
 

 
Jobs and Transportation Act (JTA) 
 
House Bill 2001, also known as the Oregon Jobs and Transportation Act, is the transportation funding plan adopted by the 2009 Legislature. Three core themes emerged from the legislation:
  • accountability, innovation and environmental stewardship;
  • highway, road and street funding; and
  • multimodal funding.
 
 

 
Oregon Transportation Investment Act (OTIA) 
Oregonians expect OTIA projects to provide a boost to the state's economy, ensure efficient delivery routes for products and services, and help solve city and county transportation challenges.
 

 
State Radio Project 
 
In 2005 the State Legislature passed HB 2101 to consolidate and upgrade the radio systems used by the Department of Transportation, State Police, the Department of Corrections and the Department of Forestry.
