Culvert Engineering

The culvert engineering program provides technical support and guidance in the field of culvert design, trenchless repair technologies and fish passage design. The program administers the culvert funding program, major culvert maintenance program, and the culvert inventory and condition assessment program.

Culvert along the Clackamas River allows aquaitic animal to pass, as well as the occational kayacker.

Major Culvert Maintenance Program

The Major Culvert Maintenance program has been created to fund culvert repair and rehabilitation projects for state owned highways. The program will initially will focus on culverts that fit within the ODOT/ODFW Culvert Repair Programmatic Agreement. This agreement allows ODOT to make needed culvert repairs while also making improvements to fish passage. The eventual goal of the program is to focus on repair opportunities for all culverts within the transportation system.

Culvert Inventory and Condition Assessment

Culverts have traditionally received less attention compared to other more visible infrastructure along highways. Culverts are an integral part of the highway system and like other infrastructure they are subject to deterioration. ODOT is engaged in a comprehensive culvert inventory effort to accurately assess the condition of culverts located along the state’s highway system. The data is uploaded into ODOT’s Drainage Facilitates Management System and is used to:
  • Prioritize culvert projects
  • Assist agency with funding and planning decisions
  • Maintenance actions
  • Preliminary project scoping
  • Assist in culvert rehabilitation\ renewal options
