Region 1 Area Commission on Transportation

Purpose and Mission

The Region 1 Area Commission on Transportation, also known as R1ACT, is an advisory body established to provide a forum for stakeholders to collaborate on transportation issues affecting Oregon Department of Transportation Region 1. 

R1ACT is intended to strengthen state and local partnerships in transportation planning, programming and development. 

The primary mission of R1ACT is to advise the OTC on state and regional policies affecting ODOT Region 1’s transportation system.

Membership

The committee is composed of 31 voting members including (but not limited to) private industry, transit agencies, stakeholders and elected officials.

Meetings
R1ACT meetings are held from 5:30-7:30 p.m. on the first Monday of every other month. Meetings generally take place at the ODOT Region 1 Headquarters located at 123 Northwest Flanders Street, Portland, OR 97209. A few times a year, the R1ACT holds meetings within the region in communities outside of the Portland Metro Area.

Attendees will be muted. The Commission will provide opportunities for public comment.

How to Engage with the R1ACT

Reasonable accommodation, such as assistive hearing devices, sign language interpreters, and materials in large print or audiotape, are provided as needed. Translation services are also available upon request. In addition to language interpretation services at meetings, written materials will be translated upon request.

Giving public testimony can be an exciting and fulfilling experience if you are prepared. Your public comments may influence the Region 1 ACT’s action. It also becomes part of the permanent record and may be used in future research. Below are suggestions to help make your presentation successful.

Know Your Audience

  • The members of the R1ACT are elected and public officials and citizens. They care that you have taken time out of your day to come and testify before them.
  • Be respectful. Resist the temptation to scold, put down, or insult the decision makers or other witnesses. This tactic may alienate them from your cause.

Know the Issue

Support your personal opinions with facts. Be knowledgeable of the other side of the story. You may be asked to discuss the differences. Draw from your own knowledge and experience.

Be familiar with the R1ACT and know the location of the building, the meeting room, and the meeting time.

  • You may want to attend a meeting before you testify to become familiar with the process and room layout.
  • When you arrive at the meeting, sign the public comment registration sheet. The Chair may call elected officials to present first.
  • No signs, banners, or placards are allowed unless pre-cleared.

Presenting Your Testimony

  • When you are called to testify, give copies of your testimony to R1ACT staff before you begin your presentation.
  • Make sure your microphone is on.
  • For the record, state your name and the organization or group you represent.
  • Do not read your testimony word for word. Prepare an outline and summarize.
  • Relax! The members understand that this can be an intimidating experience -- they don't expect a perfect presentation.

Written public comments should be emailed to the R1ACT inbox at least 24 hours in advance of the meeting’s start to be copied and distributed to the ACT.
