The Oregon Department of Transportation is in the process of developing an Inspection Quality Assurance Program. The purpose of the program is to provide adequate training and resources for Construction Inspectors and resources for Construction Inspectors and to insure consistent administration of highway construction contracts.
Although the program is still in the development stage, ODOT is implementing a Training and Certification Program for Inspectors. The Inspection and Certification Program document outlines the purpose of the certification program, the use of certified versus non-certified inspectors, as well as the implementation schedule.

Inspection Certifications and Registration Information
Inspectors are required to pass an examination in order to obtain Inspector Certification(s). Training will be available for each of the Inspector Certifications; however, the Inspector may choose to challenge the exam process by studying the material on their own and passing the exam to become certified. The current schedules for the training and the challenge events can be viewed by using the links below:

To apply for the certification, the applicant will either register for one of the approved training classes, where the exam will be administered as part of the class, or submit an application to challenge the exam. The challenge applications will be processed through the Construction Section facilitate scheduling. There are no fees for taking the challenge exam, however appropriate fees will be charged for hard copies of the manuals. Copies of the manuals are available electronically through the Publications page on the web, or individuals may identify on their challenge application to receive a copy of the manual on a CD.
Inspector Certifications will be valid for a 3 to 5 year period, after which the Inspector will need to pass a re-certification exam to extend their certification for an additional 3 to 5 years.
If an individual fails an exam after training, they will be allowed to take another exam. If the individual fails the second exam, the individual must retake training before they will be allowed to retake the exam. If an individual fails a challenge exam, the individual must take training before they will be allowed to take another exam.
The intent of the program is that all inspectors will possess the General Inspector certification. However, the program is set up to allow the Project Manager to make the best use of resources. For example, if an individual inspector will be working on an asphalt paving project, he would not be required to obtain his certification for Bridge Inspection until such a time that he is expected to inspect bridge work.

Certified Bridge Construction Inspector (CBCI): Bridge Inspection Training will inform the Inspector of the various types and methods of bridge construction and proper Inspection practice. Certified Erosion Control Inspector (CECI): The purpose of this class is to inform Inspector's of NPDES permit requirements and Best Management Practices for Erosion and Sediment Control. Certified Drilled Shaft Inspector (CDSI): The goal of this course is to provide Drilled Shaft Foundation Inspectors with the practical knowledge and Standard-of-the-Industry practices for the inspection of drilled shaft foundation construction. Certified General Inspector (CGI): The General Inspector Training is intended to be a pre-requisite for the other specialty certifications. The training will focus on the General Provisions, Contract Administration, Roles and Responsibilities, etc. Some review questions have been put together that are similar to the types of questions on the General Inspector exam. Certified Hot Mixed Asphalt Concrete Inspector (HMAC): The purpose of the HMAC Inspector class is to provide each participant with information and tools to be an effective HMAC Inspector. Attention is focused on items that can be inspected that are critical to the performance of HMAC and necessary for fulfilling contract documentation requirements. Five year certification. Certified Traffic Signal Inspector (CTSI) -- Traffic Signal Inspection training is designed to provide the training and resources necessary to properly inspect Traffic Signal and Electrical Installations on State Highways. The training focuses on Traffic Signals, but applies to all Electrical Installations. Three year certification. To register for training: ODOT Employees, Non-ODOT Employees. Documentation of Certification
Upon the successful completion of the examination(s), the participant’s name, home address, and/or company affiliation will be registered in the official registry of certified inspectors for the appropriate certification. The official registry is maintained by the ODOT Construction Section and can be accessed on the internet at the following address:

It is anticipated that many inspectors will hold multiple certifications. Each certified inspector will be given a laminated wallet-size identification card, which indicates all areas of certification, and official letter(s) indicating certification(s) held.
Recertification
Recertification is necessary after the original certification expiration date. Certified Inspectors must obtain recertification before the expiration date of the certification. Recertification may only be obtained by passing the written test required for that particular certification. A Certified Inspector must apply for the appropriate certification. The Certified Inspector is responsible for scheduling his/her own written examination.
It should be noted that should an Inspector fail to successfully complete a Certification renewal in a specialty area, the technician will be considered disqualified in that area, only, until the requirements for Certification renewal have been successfully met, subject to the limitations set forth in this document.
