Low Volume Road Program
2011-2013 Biennium
The Low Volume Road (LVR) Preservation Program maintains state highways with an average daily traffic of less than 5,000 vehicles and 20-year equivalent single axle truck loads (ESAL’s) less than 3 million. These highways are funded under the maintenance limitation and will not receive Statewide Transportation Improvement Program (STIP) Preservation Program funds without approval of an exception by the Statewide Pavement Committee.
The program was originally established with the 1999 Oregon Highway Plan and started with just Region and District level highways with an average daily traffic of less than 1,000 vehicles. The intent of this program was to maintain these highways at their 1999 conditions with thin "maintenance only" treatments such as chip seals or thin overlays. As a result of treatment efficiencies, pavement conditions on low volume highways increased beyond expectations and for the 2005-2007 biennium, the average daily traffic threshold was increased to 2,500. The threshold was raised yet again for the 2009-2011 biennium to 5,000 vehicles per day in order to keep pavement conditions balanced across traffic levels. Faced with declining conditions and reduced funding levels, another change will be implemented for the upcoming 2009-2011 biennium to add statewide level highways which were previously excluded from the program. An additional filter of less than 3 million ESAL’s projected over 20 years was added to ensure that routes with significant heavy truck volumes would remain in the STIP Preservation program for thicker treatments where appropriate.

2011-2013 Low Volume - Regional Allocations
The Maintenance Leadership Team, using data from ODOT Pavement Service Unit, establishes the regional allocations for the program. Gravel surfaced highways and frontage roads are included in the LVR program and their mileage is included for funding allocation purposes.
