Design Exceptions


The State Highway Engineer sets design standards. Design engineers cannot design outside the standard without approval. The State Roadway Engineer may approve modifications to the standards as needed.
The design exception process is intended to make sure that good engineering decisions are made when design options are limited. Exceptions to design standards should be discussed early in the design process when the project limits are first decided. All design exception requests have to show justification.
Applying for a design exception does not guarantee approval. Submitting requests early is important for a smooth design process. Exceptions must be submitted before or at the Design Acceptance Package milestone.

Design Exception Review Process
T​he Design Exception Request must have four signatures: 
  1. Engineer of Record
  2. ODOT Program Manager, Area Manager, District Manager, Bridge Delivery Unit, Private Public Partnerships, or Local Government
  3. ODOT Region Tech Center Manager or Region Roadway Manager
  4. State Roadway Engineer

To submit for State Roadway Engineer approval, the Region Roadway Manager will send the signed original Design Exception Request to:
