| Overview |

Once a project is funded and a formal Project Development Team (PDT) or Project Management Team (PMT) is established, a kick-off meeting is held and Design and Environmental Review and Permitting begins. Link to Larger Figure Below.

For most ODOT projects—Class 2s, or Categorical Exclusions (CEs)—the REC and Project Leader work together to gather and compile data and information, in concert with design, with the ultimate goal of obtaining Environmental Permits, and other approvals, which allow the project to be bid, let, and constructed. Design and permitting typically take one to two years to complete for Class 2 projects, and can take longer for the most complex Class 2 projects.

For NEPA Class 1 and 3 projects, which require EIS/EA documentation, design in the NEPA phase (goal of around 30%, or enough design to determine impacts) can take between one and five years to complete before final design occurs. Some permits are required during the NEPA phase, and some have to wait until final design commences and NEPA has been completed and approved by FHWA.

For Class 1 and 3 projects, the EPM also works closely with the project leader and manages an environmental team typically comprised of ODOT specialists, partner agency staff, and consultants and may include design and other non-environmental tasks needed to complete the NEPA review and approval phase.
