 Stalled vehicles and incidents that block roadways create significant delay to motorists. This delay can be greatly reduced by identifying and resolving these incidents quickly. For this reason, ODOT in 1995 implemented an incident response program in Region 2. This was one of the first incident response programs outside of a major metropolitan area. The program consists of a fleet of vehicles that continually patrol Region 2 roadways. These vehicles provide motorist assistance, such as free gas and flat tire repair, and allow vehicles to get moving quickly. They also provide quick incident response by arriving early to the scene and coordinating emergency response activities.
Portland State University evaluated the Region 2 incident response program by focusing on two sections of highway in the region: State Highway 18 between McMinnville and Lincoln City, and Interstate 5 in Lane County. The results of this evaluation indicate that the program reduced the duration of incidents, significantly reducing delay and fuel consumption for other motorists, causing a net positive return on program investment.
