Federal Economic Stimulus Program
Federal Stimulus Update
 
The Oregon Department of Transportation (ODOT) Local Government Section and the Oregon Transportation Commission have been very focused since 3 March of this year on distributing over $196 million in federal and state economic recovery funding to Metropolitan Planning Organizations, counties, and cities throughout the state of Oregon for transportation-related projects. The critical overriding objective of this initiative is to create jobs as quickly as possible for Oregonians affected by the current economic recession.
 
Almost 100 project intergovernmental agreements have been prepared and distributed for signature throughout the state. Many of these projects will be contracted and begin construction during the summer, and the remainder will be ready for construction during the next 6-9 months.
 
The Local Government Section will provide periodic transportation-related updates as the impact of the American Recovery and Reinvestment Act of 2009 continues to evolve in our state.

Small Cities Economic Stimulus Program
 
The Oregon Department of Transportation (ODOT) has agreed to dedicate $5 million of economic stimulus funding allocated to the State of Oregon under the auspices of the American Recovery and Reinvestment Act of 2009 (ARRA) for small cities below 5,000 in population. This funding will be provided on a competitive basis for transportation-related projects, and the maximum allocation for any city submitting a selected project is $100,000. This funding will not require a local match and, at local discretion, may be converted from federal to state resources through fund exchange at 94 cents on the dollar. Project consideration associated with fund exchange will require public ownership of the street system within the project site, but will not require roadway classification within the Federal Aid Highway system.  
 
ODOT is currently soliciting project applications from eligible cities throughout Oregon for distribution of these funds. The Local Government Section within ODOT will administer project selection in partnership with the League of Oregon Cities through the Oregon Local Program Committee.
 
Project selection will be followed by the preparation of an intergovernmental agreement (IGA), and project work, including contractor selection, may begin after all parties have signed the agreement. Selected projects must be contracted for construction by May 31, 2010, and project costs will be reimbursed upon completion of work.
 

Application and Instructions
 
If your city would like to be considered for economic stimulus funding, you are invited to submit your project to ODOT using the application form linked to this web site.
 
The deadline for project submission is May 15, 2009.  We expect decisions about local agency projects (including ports and Native American tribes) selected for funding through the Small Cities Program to be made no later than 1 June 2009.
