Overview

The Certification Program provides a process through which local agencies can become "certified" in various areas of federal-aid project delivery. This allows local agencies to retain more approval authority and control at the local level when developing FHWA funded, Non-National Highway System transportation projects. The areas in which local agencies can become "certified" include: Consultant Selection Design Advertising, Bid and Award Construction Contract Administration Please refer to Local Agency Guidelines (LAG Manual) for information and resources related to Certification.


Vision and Mission

*Vision* Excellent local agency projects resulting from a vibrant, responsive and collaborative Local Agency Certification Program that: Meets all federal requirements Fulfills ODOT’s stewardship responsibilities with FHWA Provides local agencies optimum authority and autonomy using their own approved processes for the development and delivery of local agency federal-aid projects and Results in timely delivery of federally funded projects. *Mission* Put in place the plans, people, processes and products that will enable the implementation of local agency certification in a timely and cost-effective manner and Continually monitor and improve the Local Agency Certification Program over time so that benefits to FHWA, ODOT and local agencies can be realized.


Certification Status Update

City of Portland The City of Portland has completed its 4 test projects in Advertising, Bid & Award and Construction Contract Administration. They are now pursuing certification in Consultant Selection and Design. City of Eugene The City of Eugene is completing the process for conditional certification in all four areas: Consultant Selection, Design, Advertising, Bid & Award, and Construction Contract Administration. They will be commencing test projects in Spring of 2008. Clackamas County Clackamas County is completing the process for conditional certification in all four areas: Consultant Selection, Design, Advertising, Bid & Award, and Construction Contract Administration. They will be commencing test projects in Spring of 2008.


Certification Workshops

If you missed the December 6th, 2007 Certification Workshop, another one is offered on March 12, 2008 at Oregon State University's La Sell Center in Corvallis. For additional details please reference the training section of the Local Government website. LAG Manual

The LAG Review Committee updates the LAG Manual every April and October. For your convenience, each chapter delineates the date of the most recent revision at the bottom of each page. As depicted within the Table of Contents, the 2007 LAG Manual is divided into three sections: Section A -- Contains an introduction of certification and provides basic related information for local agencies Section B -- Outlines project delivery information for non-certified local agencies, generally reflecting ODOT's current practices Section C -- Depicts basic project delivery requirements for conditionally certified, or certified local agencies Sections B and C are arranged chronologically, according to six phases of project delivery. Note, Phases II, III and IV are connected together as illustrated in the Table of Contents, because the activities within each of those three phases may overlap and extend into later phases.
