| Overview |

The Certification Program provides a process through which local agencies can become "certified" in various areas of federal-aid project delivery. This allows local agencies to retain more approval authority and control at the local level when developing FHWA funded, Non-National Highway System transportation projects.

The areas in which local agencies can become "certified" include:
- Consultant Selection
- Design
- Advertising, Bid and Award
- Construction Contract Administration

Vision
Excellent local agency projects resulting from a vibrant, responsive and collaborative Local Agency Certification Program that:

Meets all federal requirements

Fulfills ODOT’s stewardship responsibilities with FHWA

Provides local agencies optimum authority and autonomy using their own approved processes for the development and delivery of local agency federal-aid projects and
-
Results in timely delivery of federally funded projects.
Mission

Put in place the plans, people, processes and products that will enable the implementation of local agency certification in a timely and cost-effective manner and
-
Continually monitor and improve the Local Agency Certification Program over time so that benefits to FHWA, ODOT and local agencies can be realized.

| Certification Status Update |
|
City of Portland
The City of Portland has completed its 4 test projects in Advertising, Bid & Award and Construction Contract Administration. They are now pursuing certification in Consultant Selection and Design.
City of Eugene
The City of Eugene is completing the process for conditional certification in all four areas: Consultant Selection, Design, Advertising, Bid & Award, and Construction Contract Administration. They will be commencing test projects in Spring of 2008.
Clackamas County
Clackamas County is completing the process for conditional certification in all four areas: Consultant Selection, Design, Advertising, Bid & Award, and Construction Contract Administration. They will be commencing test projects in Spring of 2008.
