| General Information |
|
The Transportation Enhancement program provides federal highway funds for projects that strengthen the cultural, aesthetic, or environmental value of our transportation system. The funds are available for twelve "transportation enhancement activities" specifically identified by Congress. These activities fall into four main groups:
Pedestrian and Bicycle Projects
Historic Preservation related to surface transportation
Landscaping and Scenic Beautification
Environmental Mitigation (hwy runoff and wildlife protection only)
The intent of the Program is to fund special or additional activities not normally required on a highway or transportation project. Since program inception in 1992, Oregon has funded 190 projects for a total of $97 million.

| Project Selection Process |

Transportation Enhancement or "TE" projects are selected through a competitive process. The funds are provided through reimbursement, not grants. Participation requires matching funds from the project sponsor, at a minimum of 10.27%. Applications are accepted only from public agencies. Private organizations may apply in partnership with a local, state or federal agency, or Indian tribe. All projects must have a direct relationship to surface transportation.
The Enhancement Program is an important part of ODOT's ongoing efforts to improve the transportation network in Oregon. We look forward to working with local governments, other agencies, and interested organizations to complete a variety of creative, attractive projects that Oregon's citizens and visitors will appreciate for years to come.
For fiscal years 2008-2011 the Program will have $6.5 million per year for competive selection, and $2 million per year for the TE Discretionary Account.

| Project Selection 2008 |
|
Project selection in 2008 was for projects seeking construction funds for 2011-2013. The funds for 2009 and 2010 have already been awarded. The application period for 2008 closed May 2, 2008. Click here to download the Applicant Information Packet and application forms that were used.
A public comment period was offered from August 1 - September 15, 2008.
In October, the Transportation Enhancement Advisory Committee approved a list of 31 finalists based on recommendations presented by ODOT staff. The primary decision factors were project technical merit and local support. Secondary considerations included relation to adopted TE "focus areas" for 2008 and relation to prior or planned transportation investment in the vicinity.
On November 12, 2008 the TE Commitee met to select projects and make a funding recommendation. Project scoping by ODOT staff began in December. The project list (amended to fit project awards to available funds) will go to the Oregon Transportation Commission for final approval in the spring of 2009.
