We very much appreciate your interest in the ODOT solar initiative. At this point, we are still in the conceptual design phase of a public solicitation. We have only compiled information for the Portland General Electric service area and only the information needed to understand the conceptual application of net metering. That information is posted below, along with other relevant information from the service area of PGE. This will not preclude consideration of projects in any area of the state or in concert with any other Oregon utility. Such project concepts are also welcomed.
We do understand that much more specific information may be needed for the public solicitation. We will develop and then offer the information needed to enable responsive proposals and share that information with all participants in the solicitation process. At this stage we have more questions than answers and our focus will be on figuring what information will be needed based on whatever approach we take in the public solicitation process. ODOT will work directly with the utilities involved to gather needed information. Understanding that some information requests may require special reports, this approach will ensure that we have timely and consistent information for all participants without asking more than can reasonably be expected of the utilities. We do anticipate that the solicitation will generate considerable interest among prospective bidders and it will be through that process that we will ensure that needed information is developed and available to all participants.
