At the October 17, 2006 meeting of the Planning and Project Delivery Integration Sub Team, the need to clarify and improve consistency of communication between planning and management systems to project delivery was identified as grounds for improvement for the agency.  This project will result in a process and products that will improve communication and understanding between planning and the project development staff to ensure that information and commitments made during the planning process are appropriately understood in a timely matter and are integrated into the project as it moves through the project development process when feasible. The resulting process will include a feedback loop from project development to planning to ensure that issues and commitments that arise in the development of a project inform region planning staff as appropriate.
 
The anticipated products will be:
  1. A summary document which includes all relevant planning information that should be incorporated into the project development work including what comes out of the Management Systems.
The planning summary document will include, at a minimum, a description of the scope and results of the planning analysis, any assurances or commitments made to internal and external stakeholders, the purpose and need for the project, the planning or management system document that resulted in the programming of the project, and a narrative describing any other planning constraints on the project.
  1. A process that will ensure that planning information is well communicated and understood at the beginning of the project development process.
The planning-project delivery business communication process will describe the roles and responsibilities of region planners, designer staff, and other technical resources throughout both the planning and project development phases; the decision making structure, authority, and the means of problem resolution. It will also recommend any structured communication protocols that may be necessary as well as the time of such communication.
