Region 4 Planning

The Region 4 Planning and Programming Unit oversees planning projects, projects done in coordination with local cities and counties and the Statewide Transportation Improvement Program, which identifies projects and funding on a four year cycle. 

The planning program conducts continuing, comprehensive, and cooperative (3C), performance-based, multimodal transportation planning in accordance with federal and state requirements. Our planning program works closely with many planning partners throughout Central Oregon, including cities and counties and the Bend Metropolitan Planning Organization. 

Specifically, the Region 4 planning program focuses on:
  1. Long term planning of future transportation facilities, including special planning projects and programs such as the Transportation Growth Management Program (TGM).
  2. Short term planning activities associated with ODOT’s project development and delivery
  3. Working with local jurisdictions, developers, and other stakeholders to better coordinate land development and transportation.

Current Projects

US 97 South Redmond Corridor Project
ODOT and the City of Redmond are collaborating closely with businesses to improve the US 97 South Redmond Corridor. This planning effort will create solutions to benefit the entire community while improving highway safety and operations.

US 97 Redmond to Bend Project
ODOT has launched a project that addresses safety on a nine-mile corridor on U.S. 97 between the cities of Redmond and Bend. The project will identify and prioritize safety improvements for the corridor and begin design and construction of those improvements within the current budget. Proposed improvements will be incorporated into Deschutes County Planning Documents. The design phase is expected to be completed by the end of 2019, with construction anticipated to begin in 2020.

US 97 Terrebonne Refinement Plan
The Terrebonne Refinement Plan is an opportunity to plan, design, and implement solutions to address a transportation need of local, regional and state significance. Like most Oregon cities, the Terrebonne community is bisected by a State highway-- in this case US 97. As US 97 highway traffic volumes increase, it is more difficult for side street traffic to enter or cross the highway or for pedestrians to cross the highway safely. A critical concern for Terrebonne residents is to provide safe crossings of US 97, particularly for school children at B and C Avenues, as these roads provide direct access to the Terrebonne community school.

US 97 Bend Parkway Plan - Phase 2
The purpose of this planning effort is to identify geometric, operational, management and safety strategies that can be implemented to improve US97’s performance into the future. Due to the volume of data to be gathered and analyzed, the planning effort will be phased. The first phase will address Project chartering, goals and objectives and existing conditions focused on the roadway elements. The second phase will address future conditions, multimodal analysis, system management and operational strategies and will seek to identify low cost strategies that improve mobility, reliability and safety.
