| Project Overview |
|
The Interstate 84 paving project, between the I-205 interchange and 181st Avenue, will install new asphalt pavement between 90th Avenue and 170th Avenue and will smooth the concrete between 170th Avenue and 195th Avenue. New median barrier will be installed between 90th Avenue and 102nd Avenue.
Project Benefits The project will rehabilitate deteriorated pavement, extend the usable life of the highway and provide a smooth surface for auto and truck traffic improving ride quality.
Project Timeline
This project will start in February 2010 is expected to finish in October 2010.
Project Details This 8-mile project begins at milepost 5.4, just east of 82nd Avenue and ends at milepost 13.8 at 195th Avenue.
The main construction elements of this project include:
- Grind and inlay asphalt paving from 90th Avenue to 102nd Avenue.
- Fill ruts and overlay concrete pavement with asphalt from 102nd Avenue to 170th Avenue.
- Smooth the concrete by grinding from 170th Avenue to 195th Ave
- Replace sections of the concrete median and shoulder barriers, guard rails and curbs.
- Upgrade the tunnel lighting, signs and sign supports and striping.
Project Schedule
In mid-February, electrical work will start at 148th Avenue to install traffic loops for traffic counts. This work will require single lane closures of eastbound and westbound lanes at night over a two-week period.
Starting in late February, nighttime pavement grinding will occur at the east end of the project, in the westbound lanes beginning at 195th Avenue and continuing eastto 170th Avenue. This work will last for three weeks and require closure of 1 or 2 westbound lanes. Starting in mid-March, grinding work will closures of 1 or 2 eastbound lanes.
In early May, median barrier, grinding and paving work will occur west of 170th Avenue, both eastbound and westbound.
Project Budget
The construction budget is $8,748,532 and the funding comes from State of Oregon funds.

| Traffic Impacts and Noise |
|
The average daily traffic on I-84 ranges from 45,900 to 109,000 vehicles making it one of the busier sections of freeway in the Portland metro area. Truck traffic accounts for 10% of the vehicles traveling on I-84. This freeway serves as a major interstate freight and commuter route.
Closing the lanes during the day for this project work would create backups and serious safety concerns. Because of these concerns, most work and traffic impacts will occur at night. In general, closures of freeway lanes and on- and off-ramps will be Monday through Friday nights, from 7:30 p.m. to 5 a.m. The may be intermittent weekend night lane closures as well.
Shoulder and ramp work that can be accomplished off the roadway will take place during daytime hours and have minimal impact traffic. There will also be intermittent daytime ramp shoulder closures for project work.
Full Freeway Closures
Between late April and June, the contractor will close eastbound and westbound lanes for nighttime work a total of 20 weeknights (10 nights in each direction). The closures will occur from 10 p.m. to 5 a.m. Mondays-Thursdays and 10 p.m. to 7 a.m. on Fridays. The closures will occur only between 82nd and 102nd Avenues. There are no full freeway closures east of 102nd Avenue.
Workers will resurface the road to remove ruts and create a smoother ride on the highway in this section. They will also repair the concrete barriers between the freeway lanes.
The first directional closure is tentatively planned for the week of May 3-5. Due to the current weather forecast contractor is unable to plan a date for paving. When determined, we will post the date for future closures here and on www.tripcheck.com.
Detours during nighttime freeway closures
During the closures of I-84 between NE 82nd Avenue and NE 102nd Avenue, the following marked detours will be in place. Message signs will announce the closures.
• Westbound I-84 Detour: Westbound traffic will be detoured off I-84 onto I-205 southbound at exit 9 and will rejoin I-84 at exit 21B, east of 82nd Avenue.
• Eastbound I-84 Detour: Eastbound traffic will be detoured off I-84 at the I-205 southbound off-ramp (exit 6), directed to the NE Glisan Street off-ramp (exit 21A) to head east on NE Glisan Street, back to I-205 northbound and then onto I-84.
The I-84 Halsey Street, northbound I-205 and 102nd exits will also be closed during the eastbound I-84 closure.
• I-84 Eastbound Ramp Closures: This work affects the I-84 off-ramps at Halsey (exit 7), northbound I-205 (exit 8) and 102nd (exit 9). Each of these ramps will be closed, at night, for about a week or less for grinding and paving work. The ramps will be open during the day. To reach I-205 northbound, motorists can use the NE Glisan Street off-ramp (exit 21A) to head east on NE Glisan Street and to I-205 northbound. Motorists traveling to NE 102nd or NE Halsey can take NE Glisan to NE 102nd north to Halsey.

Nighttime noise
The project will result in some noise and vibration at night. The City of Portland and the City of Gresham have granted ODOT a noise permit for this project. The night work will include paving and grinding operations, which typically move along the highway at 5 mph.
Nighttime construction noise may be audible to residents living along the project corridor. However, noise levels dissipate quickly as distance from the source increases. It is ODOT’s intent to keep those nearest the work notified of nighttime, noise-generating activities.
