OR 99E: MLK Viaduct to Harold Paving
Project Information
Project location and overview

The OR Highway 99E (McLoughlin Boulevard) project will grind and pave 1.9 miles between the Martin Luther King Jr. Boulevard/Grand Avenue viaducts (milepost 1.2) and Harold Street (milepost 3.1). ODOT is considering installing a signalized crosswalk near the Ross Island Sand & Gravel driveway. The signal crossing is dependent on funding. TriMet is looking at the possibility of putting bus stops in the project area. This project is in the City of Portland in Multnomah County.
 
Project benefits

The pavement condition of this nearly 2-mile stretch of Highway 99E is poor. New pavement will improve safety for the 55,000 vehicles traveling on this stretch of Highway 99E each day.
 
Traffic and noise impacts

Due to the 55,000 daily vehicle trips along the Highway 99E corridor, work requiring lane closures on the highway is expected to be done during nighttime hours. No detours will be needed during this project. Access to businesses may be temporarily restricted during grinding and paving operations.
 
ODOT will apply to the City of Portland for a nighttime noise variance to grind and pave at night. Paving operations typically move at 5 mph. So while paving may create noise for nearby residents, the moving operation will only be in one location for a short period.

Construction: Current estimate is May 2010-December 2010 (dependent on funding)
