Project location and overview

The OR Highway 99E (McLoughlin Boulevard) project re-paved 1.9 miles between the Martin Luther King Jr. Boulevard/Grand Avenue viaducts (milepost 1.2) and Harold Street (milepost 3.1).ODOT also installed a signalized crosswalk near the Ross Island Sand & Gravel driveway.

Project benefits
The pavement condition of this nearly 2-mile stretch of Highway 99E was poor. New pavement improved safety for the 55,000 vehicles traveling on this stretch of Highway 99E each day. A signalized crosswalk improved safety for pedestrians and bicyclists crossing Highway 99E.
 
Traffic and noise impacts

Due to the 55,000 daily vehicle trips along the Highway 99E corridor, most work requiring lane closures on the highway was done during nighttime hours. Access to businesses was temporarily restricted during grinding and paving operations.
 
The City of Portland granted ODOT a noise variance to grind and pave at night. Paving operations typically move at 5 mph. Residents can expect some noise as the grinding and paving equipment moves past their homes. But the moving operations will only be in one location for a short period.

Project Schedule

Granite Northwest Inc. was the contractor on this project. Granite started construction during the week of August 2, 2010, and finished the project in early fall 2010. Most lane closures took place at night, with some lane closures during daytime off-peak travel hours.
 
Most work will take place from 9 pm to 5 am the next morning, Sunday night through Friday morning. Here is the current schedule (subject to change due to weather or equipment issues):
 
August 4-10: install erosion control and project signs, and demolish curbs and sidewalk where improvments are being made. Form and pour curbs and sidewalks.
 
August 11-20: grind and pave OR 99E between the MLK Jr. Blvd./Grand Ave. viaduct and Harold St. Electrical work: install loops and signals.
 
August 23-27: install permanent lane striping. Electrical work: complete installing loops and signals.
