OR 213 and Union Mills Road Safety Improvements

We have the opportunity to improve safety on Oregon Highway 213 (also known as Cascade Highway South) by leveling out the crest of the hill to increase driver's ability to see oncoming and turning cars. The Oregon Department of Transportation and Clackamas County, are working hard on finalizing a design that will reduce the most serious crashes at the intersection of OR 213 and South Union Mills Road.

Current situation

Currently unsafe driver speeds and limited visibility (because of the hill crest) on OR 213 make it hard for drivers to see oncoming or turning cars. This has resulted in serious injury, left-turn crashes at this intersection.  

Solutions

Together we can improve safety at this intersection through the following project elements, as well as changing driver behavior. The project will:

  • Improve visibility for travelers heading south on OR 213 (and from South Union Mills) by leveling out the hill crest on the road.
  • Lengthen the left turn lane on OR 213 north of the intersection.
  • Add a middle turn lane to the south of the intersection for drivers leaving South Union Mills, allowing for a safer two-stage left turn. (A two-stage left turn lets drivers from South Union Mills turn into the middle turn lane when there is a gap in traffic heading north before merging into the southbound lane on OR 213.)
  • Add a standard right-turn lane and shoulder by widening  South Union Mills Road, which will result in shorter backups when waiting to turn onto OR 213 (either north or south).
  • Upgrade traffic signs to increase visibility of the intersection so drivers know where to turn.

Schedule

Design is currently underway and will take place through summer 2017

Construction is expected to take place from January to November 2018; however, crews may remove trees and move utility poles in fall/winter 2017.*
