| U.S. 26: Access to Springwater Community |

| Project Overview |

The Oregon Department of Transportation, City of Gresham, City of Damascus, Clackamas County, and Multnomah County are working together to refine plans for an interchange along U.S. 26 in the Springwater Community. The purpose of the proposed project is to address existing and future safety needs, improve the access to the existing transportation system, and provide for a future transportation network that will efficiently and cost effectively accommodate the planned development in the Springwater area, while preserving the function of U.S. 26.

| Project Background |

The City of Gresham prepared the Springwater Community Plan and Springwater Transportation System Plan in 2005 to address development and transportation needs in the Springwater area. In these plans, the City of Gresham recommended a new interchange with U.S. 26 and also proposed enhancements to the local street network. The figure below shows the proposed location of the new interchange and the proposed alignment of new roads.

The first step in designing a new interchange with U.S. 26 and improving the local street network is the Springwater Interchange Area Management Plan (IAMP). This is a joint ODOT and local government plan. The plan is long-term (20+ years) and addresses transportation and land uses within the interchange areas. An IAMP is an important tool in protecting the public’s infrastructure investment and supporting local street network. The IAMP evaluates multiple interchange design concepts and recommends one interchange design concept for further engineering design.

| Current Activities and Next Steps |

ODOT and the local jurisdictions are in the beginning stages of preparing the Springwater IAMP. Currently, they are developing conceptual interchange designs for a grade separated crossing of US 26. The next step is to evaluate the interchange designs to determine if the designs meet the project goals and objectives. ODOT will present the interchange design concepts and evaluation results to area property owners and the public in the Winter and Spring 2009.

| Public Meetings |
|
ODOT and the City of Gresham hosted the first Interested Parties meeting for the Springwater IAMP on February 12, 2009, at Hogan Cedars Elementary. The goal of the first meeting was to obtain feedback from participants about any issues or concerns about the alternatives and also to obtain feedback on the process for evaluating the alternatives.
