Project Description: This project wass designed to install a traffic signal and make other safety improvements at OR 99E and Territorial Road.  This work also coordinated with the Union Pacific Railroad to bring the railroad crossing - 100 feet from the intersection - up to current standards. 
Construction Status and Timeline: Construction began July 2006.  The project was completed September 2007.

Project Information
Contractors for the Oregon Department of Transportation (ODOT) began work in July 2006 on a $1.9 million project to install a traffic signal and make other safety improvements at OR 99E and Territorial Road.  As part of this work, Union Pacific Railroad (UPRR) planned to upgrade its crossing located 100 feet west of the intersection to complement our project and meet current standards.  The UPRR began June 2007. The project was completed September 2007.
 
Project Background
Between 1991 and 1996 there were several serious crashes near this intersection.  A number of traffic analyses, including the August 1994 Canby Transportation System Plan (TSP), have identified the need for a traffic signal at this intersection.  Additionally, the railroad crossing 100 feet from the intersection requires substantial work to improve safety and meet current standards.  Railroad crews will coordinate work with ODOT project staff to alter the grade of the crossing on Territorial Road and install new crossing signals to minimize inconvenience to the motoring public and neighboring community. 
 
An interim project was completed in November 2004, to reduce accidents while the permanent plan was in development.  You can read the details of the interim project or view an aerial photograph of the project area. 

Project Schedule
This project is complete.  The project schedule was as follows:
 
Phase 1 ODOT Completes Initial Signal Work
7/06/06 — 11/30/06
  • Alignment and grade changes on Territorial and Highway 99E, installation of the
    interim traffic signal and some sidewalk work was completed
  • Territorial Road closed
  • No pedestrian crossing at the railroad crossing

Phase 2 Temporary Operation
11/30/06 — Summer 2007
  • Territorial Road is open to motor vehicles
  • Due to safety concerns, pedestrian crossing at the railroad tracks will be
    prohibited during this period (the detection devices required to synchronize with
    the permanent signal will not yet be installed)
 
Phase 3 Final Construction and Permanent Configuration
Summer 2007
  • Territorial Road on the west side of Highway 99E will be closed for approximately
    six weeks for Union Pacific Railroad to complete its portion of the project (ODOT
    will provide additional notification as the schedule for the required Territorial Road
    closure for the railroad construction is confirmed).
  • Following completion of the railroad work and as soon as weather permits,
    ODOT will finish paving, stripe the highway, and activate the integrated signal
    that will include pedestrian crossing functions
 
New Traffic Signal
The new signal is operational, although pedestrian crossing is limited.  It features a flashing yellow arrow to assist Territorial Road traffic turning left onto Highway 99E.  The flashing yellow arrow is designed to warn drivers that they may turn left AFTER yielding to oncoming traffic.
