| Project Summary: |
This is a project to replace the Milk Creek Bridge on Oregon Highway 213 (Cascade Highway South) and improve safety through the hamlet of Mulino. The project is currently in the design phase. The construction phase is anticipated to start in the late fall or early winter of 2009. Due to seasonal work restrictions for the bridge construction and certain environmental requirements, the project will likely require two construction seasons. All work should be finished by early summer of 2011. |

Utility companies have started work to prepare the Mulino area for project construction. There may be some lane closures during the hours of 9:15 a.m. and 3:15 p.m. resulting in traffic delays as the utility companies complete this work.
Within the next several weeks, PGE will notify all affected businesses and residents of upcoming power outages due to relocating power poles farther away from the road. If you are going to be affected, you will receive 24-hour notice before any outage. ODOT has been advised that power outages could last up to two hours.

| Why is ODOT doing this project? |
|
The project is essentially two fold: replace the aging Milk Creek Bridge (the bridge is approximately 80 years old and is in relatively poor condition) and improve highway safety through Mulino.
The intersection of Graves Road at the south end of the bridge has had several accidents in the last few years with one fatality. Poor alignment and sight distance contribute to the problem as well as the narrow highway cross section. Several accidents have also occurred at the Mulino Road intersection as northbound cars stop in the highway to make left turns heading west. In addition, there is significant congestion near the Mulino School and Passmore Road intersection at certain times of the day.

| What exactly is ODOT doing? |
|
Starting from the north around the Freeman Road intersection and heading south to Passmore Road we are doing the following:
- Installing a water quality swale in the northwest quadrant of the Freeman Road intersection
- Widening the highway for added shoulder width
- Replacing the narrow two-lane bridge with a much wider three lane bridge including a very nicely designed bridge rail
- Realigning the abrupt highway curves to create smooth curvature
- Widening the highway to provide a continuous left turn lane from Graves Road through Mulino Road and Passmore Road intersections
- Installing curbs and sidewalks all along the highway from the north end of the new bridge to the Passmore Road intersection.
- Widening Mulino Road for about 500 ft. for separated left and right turn lanes and also sidewalks.
