I-405 Fremont Bridge Upper Deck Paving Project

Project Information
Kerr Contractors of Woodburn, Ore., is the contractor on an Oregon Department of Transportation project to replace the pavement wearing surface on the upper deck of the Interstate 405 Fremont Bridge.

Construction is scheduled to take place in summer/fall 2011. The bridge’s original base pavement dating back to 1973 is severely rutted and needs to be fixed to maintain safety for drivers.

Traffic Impacts
Due to the complexity of the work and the unique pavement material that will be used, the project will require three weekends of full closure of the southbound (top deck) direction of the Fremont Bridge. There also will be several weeknights of multiple lane closures. The northbound direction of the Fremont Bridge (lower deck) will remain open at all times.
The contractor has tentatively scheduled the weekend closures for the following dates (the schedule is subject to change due to weather or construction-related issues):


Partial Closure
Friday, July 22, at 11 p.m., to Monday, July 25, at 5 a.m. -- left two lanes of upper deck closed (southbound); ramps from Kerby Avenue and I-5 north to Fremont Bridge are closed
Southbound Closure
Friday, July 29, at 11 p.m. to Monday, August 1, at 5 a.m. -- upper deck closed (southbound); all ramps to the upper deck are also closed
 Full Southbound Closure
Friday, August 5, at 11 p.m. to Monday, August 8, at 5 a.m. -- upper deck closed (southbound); all ramps to the upper deck are also closed
 Full Southbound Closure
Friday, August 19, at 11 p.m. to Monday, August 22, at 5 a.m. -- upper deck closed (southbound); all ramps to the upper deck are also closed

During weeknights, the contractor will close lanes on the Fremont Bridge for corrective paving, striping and other work.
Please note that the contractor is not allowed to close the top deck during holiday weekends or when major events in the City of Portland require traffic control on the Fremont Bridge or on detour routes. These weekends include: Bridge Pedal (August 14), Hood to Coast (August 26), Labor Day weekend, Race for the Cure (September 18) and the Portland Marathon (October 9).

Detour: When the top deck of the bridge is closed, motorists will be directed to I-5 south and back to I-405 north. Here is how the detour looks for several popular interstate routes around the city:

Upper deck wearing surface replacement

The original I-405 Fremont Bridge upper deck asphalt pavement wearing surface needs to be replaced (this is a 2,159-foot-long by 68-foot-wide section of the road, 175 feet above the Willamette River).

The roadway is made up of 2½ inches of epoxy asphalt concrete and about 1½ inches of conventional hot mix asphalt concrete, all on top of a ½-inch thick orthotropic steel deck plate.
Epoxy asphalt concrete must cure (or rest) a minimum of two hours before being driven on by traffic. It also needs warm and dry weather, which limits the replacement to the months of July, August, or September. More than 3,000 tons of epoxy asphalt and hot mix asphalt materials will
be placed at an approximate rate of 50 to 75 tons per hour.

The Fremont Bridge is the only bridge in Oregon with this type of epoxy asphalt concrete pavement wearing surface.

Combining I-405 and I-5 projects
To improve the coordinator and management of two projects with major freeway impacts, ODOT combined the I-405 Fremont Bridge deck project with a bridge and pavement repair project on Interstate 5 between the Marquam Bridge and NE Holladay Street (Rose Quarter).
The Rose Quarter project will require alternating full weekend closures of I-5 northbound and southbound. ODOT will require the single contractor on these projects to schedule the I-405 Fremont Bridge closures in 2011 and the full directional I-5 weekend closures in the Rose Quarter in 2012.
