The new lane on Interstate 5 northbound from SW Elligsen Road to Interstate 205 opened Friday, Dec. 16, 2011.
Work remaining on the project includes installing signs, lighting, permanent striping and paving. The Paving and striping work will take place in the spring of 2012.
ODOT awarded the $5.5 million project to Kerr Contractors Inc of Woodburn.

Project Background
Interstate 5, the West Coast’s main trade corridor, and Interstate 205 are two of Oregon’s busiest freeways. More than 100,000 vehicles pass through the I-5 northbound to I-205 northbound interchange per day. This high volume of traffic creates congestion for motorists using the interchange and traveling on I-5.
ODOT is working to ease congestion for motorists traveling from I-5 to I-205. Construction is underway add an exit-only lane on I-5 from the SW Elligsen Road on-ramp to I-205. This will increase the number of lanes on I-5 in this area from three to four lanes. With the new exit-only lane, two lanes on I-5 will exit onto I-205.
In addition to building an exit-only lane, the project will:
  • Widen shoulders on I-5
  • Remove noxious weeds and improve landscaping
  • Improve drainage and stormwater management
  • Replace substandard guardrail
  • Upgrade signs
  • Protect nearby wetlands
Project Funding:
This project is funded by the 2009 Jobs and Transportation Act.


Traffic Impacts

Work that requires lane or ramp closures will only take place at nigth when traffic volumes are lower on I-5.
To keep all lanes of traffic open during daytime hours, the contractor will create a work zone along the right side of I-5 northbound in the existing right lane.
The contractor will temporarily widen the left side of the freeway and shift traffic on the temporary lane for the duration of the work. This allows the contractor to work on the right side of the freeway keeping all lanes on I-5 open during the day.
Work on this project requires on- and off-ramp closures, lane closures and rolling slowdowns along I-5 northbound.
Lane Closures
Work requiring lane closures will take place at night and during the weekend when traffic volumes are lower on I-5. The contractor is allowed to close lanes during nighttime and weekend hours as follows:
Monday through Friday
  • I-5 North: 7:30 p.m. to 5:30 a.m.
  • I-5 South:  7:30 p.m. to 6 a.m.
Saturday and Sunday
  • I-5 North: 7 p.m. to 11 a.m
  • I-5 South: 7 p.m. to 11 a.m.

Ramp Closures
The contractor may need to close the I-5 to I-205 and the Elligsen Road on- and off-ramps ramps overnight between 10 p.m. and 5:30 a.m. weekdays, ramps will open at 7 a.m. on weekends.

During the closures of the westbound Elligsen Road on-ramp to I-5 northbound, motorists will continue on Elligsen Road and take I-5 southbound to the Wilsonville Road off-ramp (exit 284) and head east on Wilsonville Road to the I-5 northbound on-ramp.

Nighttime Construction
Nighttime construction noise may be audible to residents along the project corridor. However, noise levels dissipate as distance from the source increases.
