Region 1 Traffic Signal Project: Unit 4
Project Information
** Update: Work on this project was substantially completed in December 2010. Thanks for your patience during construction. There is some final work, including small patch paving, sidewalk and striping, that will be done in spring 2011.**
 
Background

ODOT's Traffic Signal: Unit 4 project included improvements at three signal locations in Region 1: Highway 43 at Greenwood Road/Breyman Avenue in Multnomah County; Highway 99E at Main Street in Oregon City; and Highway 217 southbound ramps at Allen Boulevard in Beaverton.
 
Projects
 
1. Highway 43 at Greenwood and Breyman (Multnomah County): SW Greenwood Road and SW Breyman Avenue intersect Highway 43 at nearly the same location, creating a single signalized intersection with overlapping turning movements. The former configuration was very confusing to motorists and led to some vehicles traveling on the wrong side of the street, increasing potential vehicle conflicts.
 
This project upgraded the intersection to reduce driver confusion and minimize potential vehicle conflicts. Five alternatives for upgrading this intersection were identified. ODOT and Multnomah County evaluated each of these alternatives with input from the community.

The preferred alternative was for split signal phasing. With this alternative, the intersection signal phasing was modified so that vehicles approaching the intersection from SW Greenwood Road and SW Breyman Avenue aren't allowed to enter the intersection at the same time. Right-turn on red travel is prohibited as sight distance is limited at the intersection. Signing and striping modifications were implemented to better direct vehicles into the correct travel lanes.

2. Highway 217 at Allen Boulevard (Beaverton): There formerly was one traffic signal controller for the traffic signals at the Highway 217 northbound and southbound ramp ends. As part of this project, the signals were updated by providing separate controllers for the two freeway ramp intersections. This allows for improved signal coordination at the intersections.

The former detector system at the intersection of the Highway 217 southbound ramp at Allen Boulevard consisted of both microloops on the bridge structure and some regular detector loops. The existing detector system was replaced with a video detection system.

3. Highway 99E at Main Street (Oregon City): The existing signal poles located at the south and west corners of this intersection have been repeatedly struck and damaged by large trucks that frequent this area.
 
This project reconfigured the signal poles and their locations so they are less likely to be struck and damaged by local truck traffic. Sight distance is limited so an advanced signal head has been provided for eastbound traffic on OR 99E.

 
Construction Schedule

Work on this one-year project started in March 2010. The project was substantially completed in December 2010, though some minor work will be completed in spring 2011 (striping, sidewalk and patch paving work).
 
Highway 43 at Greenwood/Breyman:
At this location, there are several phases of work that took place from August through December 2010. These are:
1. Installing erosion control devices, stormwater pipe and inlets, and electrical conduit, and digging the pole footings.
2. Installing new signal poles and pole wiring. This work is expected to take about two weeks and may run concurrently with some of the Stage 1 construction.
3. Retaining wall work, new curb installation, ramps, paving and striping. This work will take place after Stages 1 and 2 are complete and will take about two weeks.
4. Seeding will take place in late fall.
5. Final cleanup and other miscellaneous work will continue through spring 2011.
