| Project Overview |
|
Cloverdale is an unincorporated community in south Tillamook County, located approximately 18 miles south of Tillamook on the banks of the Nestucca River, approximately 4 miles inland from the Pacific Ocean. The town is predominantly residential, with a commercial district along Highway 101. Cloverdale’s economy is based in the dairy, forestry and tourism industries. As in many coastal towns, the state highway dominates local circulation and land use patterns in Cloverdale. Highway 101 is the community’s “Main Street” and splits the community in two.
The Oregon Transportation Commission (OTC) designated Highway 101 in Cloverdale (between Mill Road and immediately north of Clover Street) as a Special Transportation Area (STA) in 2005. The purpose of STAs are to provide and encourage a well-designed pedestrian, bicycle, and transit friendly environment. Therefore, traffic operations and efficiency may be reduced in STAs to improve the attractiveness and operations of other modes of travel.
The STA designation of Highway 101 in Cloverdale is a part of a larger effort to address economic revitalization, improvements to the highway, pedestrian and bicycle safety, and future access for the future development of a wayside along the Nestucca River. An overall plan is needed to incorporate recommendations to improve community appearance, address parking and access needs, and address travel speeds on Highway 101 through Cloverdale.
The study area for this plan is Highway 101 from the Mill Road intersection on the south end, to immediately north of Clover Street intersection on the north end, and includes the parcels immediately adjacent to Highway 101. This area coincides with the boundary of the STA.

| Project Objectives |
|
The objectives of the Cloverdale Refinement Plan address safety, access, livability, economic development, and/or mobility in the Cloverdale unincorporated community, and include the following:
- Prepare a set of physical improvements intended to improve the function and safety of Highway 101, considering all modes of traffic.
- Develop a system of streets that provides off-highway circulation for local residents and encourages economic development.
- Provide for safe non-vehicular travel by identifying off-street circulation for pedestrians and bicycles and appropriate location(s) for crosswalks, parking, and access.
- Enhance livability by establishing street design for the state highway within standards, including provision of sidewalks, bike lanes, and pedestrian amenities.
- Enhance livability by establishing street design and streetscape standards for local streets, including provision of sidewalks, bike lanes, and pedestrian amenities.
- Obtain broad public support for the TRP and present the TRP for adoption by elected officials.
- Provide solutions that are cost-effective and implementable.
- Evaluate opportunity to improve highway access points.
