The Design Enhancement Panel was comprised of eight community members. The members have contributed thousands of hours of volunteer time on the design enhancements for the Willamette River Bridge and surrounding area between June 2009 and February 2010. Specifically, they:
- Reviewed and commented on the results and outcomes of the work of the Art and Design Teams.
- Interpreted and implemented the “Whilamut Passage” theme.
- Helped convey stakeholder and community design input and requirements.
- Ensured that elements of the project area are recognized as interconnected pieces of the whole.

Phase 1 completed
Phase 1 of design enhancement development occurred between October 2009 and March 2010. Three Art and Design Teams were hired to create initial design enhancement concepts for the Willamette River Bridge project in three specific areas:
- Above-deck and roadway;
- South bank interpretive area; and
- Whilamut Natural Area.
The ADTs worked with local stakeholders to design concepts that respect the area’s natural elements and history. Stakeholders include representatives of state, county and local transportation and park maintenance departments, the Whilamut Natural Area and the Kalapuya Tribe. The broader public also provided input on the design concepts through an open house meeting and online.
During Phase 1, the work of the ADTs was guided by a Design Enhancement Panel, a diverse group of design professionals and community representatives. The DEP reviewed and commented on the work of the ADTs and made recommendations to the Community Advisory Group and Project Development Team.
All three ADTs fulfilled their contracts and created design enhancement concepts that balance diverse interests while maintaining a strong focus on a place the community will value. The CAG submitted its recommendation to the PDT with conditions focused on community involvement and maintenance.
The PDT acknowledged that the above-deck and roadway features were the most challenging of the three areas not only because of the safety, maintenance and design constraints but also because of the lack of a clear stakeholder group to guide concept development. The PDT also recognizes this to be the most visible area to the public, making community support of the design enhancements vital.
In the end, the PDT made additional changes to the Phase 1 concept designs packages and forwarded a recommendation to ODOT. The most significant change above deck is to consider a broader range of design options. ODOT accepted the PDT Phase 1 recommendations.
Phase 2 Phase 2 will involve further refining the design enhancements based on stakeholder and public comment; cost estimates; specifications; and preparing construction plans.
ODOT will move into Phase 2 with the ADT hired in Phase 1 for the Whilamut Natural Area (north bank) and the artist or artist team selected for the above-deck enhancements based on a recommendation from the PDT.
Phase 2 for the south bank enhancements will be finalized based on additional stakeholder input on the required interpretive displays for the Confederated Tribes of Grand Ronde and the historic Eugene Millrace and how selected enhancements compliment those displays.
