The Miles Crossing/Jeffers Garden Transportation Plan has been completed and forwarded to Clatsop County, the City of Astoria, and the City of Warrenton for adoption. The revised Transportation Plan and the full set of Appendixes can be found in the Project Library section. The Plan was sent to ODOT and stakeholder jurisdictions on June 19, 2009.

Welcome to the Miles Crossing/Jeffers Garden Transportation Plan website!
This site provides an overview of planning efforts completed in June 2009 along U.S. 101 Business between the rural communities of Miles Crossing and Jeffers Garden in unincorporated Clatsop County, Oregon (see map). The Miles Crossing/Jeffers Garden Transportation Plan project was a long-range (20-year) plan being led by the Oregon Department of Transportation (ODOT) in coordination with Clatsop County, the City of Astoria, the City of Warrenton, and the Department of Land Conservation and Development (DLCD). The technical consultant was CH2M HILL, along with Kittelson & Associates and Angelo Planning Group.
The purpose of this project was to identify ways to keep local residents, long-distance travelers and freight moving while providing a reliable alternate route to U.S. 101, given expected land use development patterns for the area. The project began in June 2008 and was completed in June 2009.

U.S. 101 Business in northwest Clatsop County connects the cities of Astoria and Warrenton, while passing through the rural communities of Miles Crossing and Jeffers Garden. This section of U.S. 101 Business is classified as a “District Highway,” serving local and regional (county-wide) needs as well as serving as an alternate route to U.S. 101.
The land use and zoning in these communities is largely single-family residential, with commercial and industrial uses along portions of the highway (map).
In 2002, the Miles Crossing/Jeffers Garden Rural Community Plan was completed. It calls for a change in zoning and the construction of a rural community sewer system that is expected to increase development within the community. This sewer system upgrade will accommodate more dense development in the area.

The Miles Crossing/Jeffers Garden Transportation Plan:
- Identified ways to maintain local and regional through traffic mobility along the highway
- Looked at circulation needs of the two rural communities
- Considered potential future road connections to serve future development
- Explored potential access management measures to improve safety and protect the capacity of this section of highway
- Analyzed potential bicyclist and pedestrian improvements
- Developed potential safety and design improvements at the Miles Crossing intersection, at the Old Youngs Bay and Lewis and Clark bridge areas, and along the highway.
The Miles Crossing/Jeffers Garden Transportation Plan has been forwarded to Clatsop County to be considered for adoption by the Clatsop County Board of Commissioners. It has also been forwarded to the Cities of Warrenton and Astoria for adoption by their City Councils.

The Existing Conditions and Deficiencies phase (through July 2008) was followed by examining the Future Conditions and Deficiencies (completed in October 2008). Access Management Strategies were examined at this time, but continued through December 2008. The project team created the evaluation framework, which was important once the alternatives were identified. The Alternatives Development and Evaluation phase extended through January 2009 and included public workshops in October and January. At the end of the year and beginning of 2009 a Funding Plan and Cost Estimates were developed. The project finished with the development of the Transportation Plan and Proposed Amendments to the existing plans.
