Oregon 34: Roche Street to Wolcott Road
Overview
This is a safety project to reduce the number of crashes on OR 34 at the Peoria Road intersection. Over the last five years, there have been 71 crashes reported in the area, most of which are rear-end crashes.
 
ODOT rates areas that consistently have crashes on a Safety Priority Index System (SPIS) which prioritizes sites by the number and severity of crashes. The OR 34 and Peoria Road intersection is considered to be among the worst crash locations on the state highway system when ranked according to crash frequency and severity.
 
Several factors contribute to poor safety conditions, including numerous driveways and roads that intersect with the highway and increase potential for accidents. Also, drivers traveling at highway speeds on westbound OR 34 do not expect the sudden stop when they encounter the Peoria Road traffic signal.  
 
ODOT is responsible for the safety of the highway (OR 34). ODOT has been working together with local citizens, business owners, property owners, the City of Corvallis, Linn and Benton counties, and other public agencies to address the serious safety concerns between Wolcott Road and the OR 34 South Bypass. In April 2006, an U.S. 20/ OR 34 Access Management and Expressway Plan was completed. The plan prioritized a three phase project to improve the safety and operation of the highway.  The phases were prioritized based on available funding, the cost of future phases, and the expected increase in future highway safety. This project is the first phase of work addressed in the 2006 plan.
 
This project is also part of a larger solution for east Corvallis congestion around the Willamette River. The frontage roads planned in this project will connect to a south bypass interchange at OR 34 and the multi-use path this project will build is the first phase of a larger, safer multi-modal system around and across the Willamette River.
 

Current Status
ODOT and Linn County are working on finalizing designs to realign Wolcott Road with Peoria Road and improve the intersection. ODOT is acquiring the right of way needed for construction.
 

Public Involvement
Construction is scheduled to begin summer 2011. During construction, traffic will be staged to maintain flow during normal working hours. Flaggers and lane transitions should be expected and night work is possible. It is likely that Peoria Road will be restricted during the Peoria Road portion of construction.
