U.S. 20 and Elk City Road: Culvert Replacement (Toledo)
Overview
This culvert replacement is part of the Pioneer Mountain – Eddyville modernization project. The culvert that carries Simpson Creek under Elk City Road at the intersection of U.S. 20 (about milepost 15.5) is aging and has deteriorated.  The existing 14 foot metal culvert will be removed and replaced with a 28 foot concrete arch. Construction will begin July 7 and is scheduled to be completed in August. The estimated construction cost of the project is $646,183. The work will be done by Knife River Corporation.
 

Public Involvement
To accomplish the replacement as quickly as possible and minimize disruption of highway traffic, crews will work around the clock. Excavation for the larger culvert will encroach on the eastbound travel lane of U.S. 20 at the intersection of Elk City Road. The eastbound travel lane and Elk City Road at U.S. 20 will be closed for the duration of the project. Expect one lane traffic with 24-hour flagging and 10- to 20-minute delays on U.S. 20.  Elk City Road residents can access U.S. 20 through Toledo.
