Culvert replacement may delay U.S. 20 travelers between Eddyville and Toledo
06/25/2009
Project also will close U.S. 20 access to Elk City Road

TOLEDO—Drivers between Eddyville and Toledo on U.S. 20 may encounter delays beginning Tuesday, July 7, to allow an Oregon Department of Transportation contractor to replace a culvert at the junction with Elk City Road, approximately 10 miles east of Toledo.

The eastbound lane of U.S. 20 will be closed at mile post 15.5 during construction with 24-hour single-lane traffic controlled by flaggers. Expect 10- to 20-minute delays. In addition, the access to Elk City Road will be closed for the duration of the construction. Elk City residents will need to access U.S. 20 through Toledo. Travelers heading for areas south of Newport or to Waldport should consider taking Hwy. 34 between Philomath and Waldport.

ODOT Project Manager Joe Squire said the contractor will work 24 hours a day to complete the project as soon as possible. The project will be completed in approximately two weeks, Squire estimated. Squire urged motorists to drive with caution through the work zone at all times. Inattentive drivers are the most common cause for work zone crashes, Squire said. “Speeding is the second most common cause in a work zone crash,” he added.

The project will replace a rusted 14-foot culvert that carries Simpson Creek under Elk City road at U.S. 20 with a 28-foot concrete arch. The work for the $646,000 project will be performed by Yaquina River Constructors and subcontractor Knife River Corp. of Tangent, Ore.

The culvert replacement is near the western end of the Pioneer Mountain to Eddyville U.S. 20 improvement project.
Work at the east end of the project, just east of Eddyville at mile post 25, also affects traffic. On-going earthwork activity at the site has the west-bound lane of Hwy. 20 closed with 24-hour flagging and pilot car operations.  Intermittent blasting and heavy equipment crossing the highway may cause delays up to 20 minutes.

The U.S. 20 Pioneer Mountain-Eddyville project will replace the existing highway with a new six-mile section built to modern safety and design standards. The new route will be safer and three miles shorter. The new alignment follows the existing route in some locations while in others it will be relocated.
